Duties
As a Housing Program Policy Specialist, you will:
Develop housing strategies, research and prepare the Department's position in response to interrogatories, affidavits and testimony, and work out settlement terms covering single family litigation matters.
Meet with visitors and representatives of Congress to explain the program and participate in meetings with other HUD offices and other Federal, state and local agencies in connection with the development and management of housing programs.
Initiate and develop various housing curriculum, training materials and lecture outlines, and conduct formal training programs for Headquarters and field personnel. Prepare comprehensive reports concerning findings and recommendations to achieve compliance with correspondence timeframes and formats.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
Experience drafting legislative, regulatory and other policy (including Federal Register Notices, Mortgagee Letters and Policy Handbook language) for the servicing of government insured or guaranteed single family forward mortgages or single-family Home Equity Conversion Mortgages; AND
Experience interpreting statutory and regulatory guidance to assist in the development of policy for the servicing of government insured or guaranteed single family mortgages; AND
Experience communicating and developing. or directing or advising the development of new or revised servicing policies, procedures, standards or guidance for government-insured or conventional single family home mortgage programs; AND
Experience interpreting, implementing and providing technical guidance and responses on policies, regulations and procedures governing government insured or guaranteed single family home mortgage programs
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
