Duties

As a Grants Evaluation Specialist, you will: Develop national policies, programs, standards, procedures and guidelines to be used by the Headquarters and Area Offices (AO), tribally designated housing entities (TDHE), participating Indian tribes, and others involved in the implementation of all applicable programs. Makes decisions and recommendations with minimal consultation from the OGE Director. Provide technical guidance in the interpretation and implementation of grants evaluation policies and procedures of applicable programs to Indian tribes, TDHEs, and Area Office Grants Evaluation personnel. Conduct analytical studies of complex issues related to Native American housing and community development in order to evaluate the effectiveness of current national policies and procedures in meeting ONAP objectives. Analyze problems and make recommendations for more effective monitoring of Native American housing and community development grant programs. Comment on pending legislation, regulations and guidelines prepared by other offices within HUD and drafts recommendations for statutory changes to affect the monitoring of housing and community development grant programs.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Analyzing, evaluating, recommending and implementing solutions to affordable housing grant policy and program issues to ensure performance goals and regulatory requirements are met by developing policies, programs, standards, procedures and guidelines relating to monitoring and evaluating grant recipient performance. AND one of the following: - Providing technical assistance and training to federal grant recipients, management staff, employees, and/or the general public on the interpretation and application of rules and regulations relating to performance under grants for affordable housing programs; OR - Monitoring and evaluating recipient performance and compliance in administering grants related to affordable housing programs and providing recommendations on resolving issues. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
