You will serve as a Electrical Engineer in the Facilities Branch (1021), Infrastructure Division (102), Corporate Operations Department (10) of the Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).

Duties

You will lead the execution of electrical infrastructure repair, installation, and upgrade projects. You will determine plant facility requirements for industrial, office laboratory, test and assembly areas and coordinate the implementation of long-range plans to ensure the plant facilities are adequate. You will support of Mission Readiness Packages/Panels for all lab and test site modifications, upgrades, installations, and demolitions that include electrical scopes of work. You will ensure safe installations and operations and advise designers and installers in best practices. You will develop and confirm department product and service requirements, including the discipline to capture requirements in writing on forms required by the executing activity. You will work with the liaison personnel at various Navy Commands, Government and non-Government agencies.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As professional engineer providing subject matter expert advice to managers (e.g., Utility Energy Manager and Facilities Site Manager) in the acquisition, maintenance, operation, and usage of electrical infrastructure. Examples of Qualifying Experience may include serving as an Electrical Engineer assigned to a Facilities group branch; serving as an Electrical Activity Program Manager (E-APM); acting as liaison for facilities electrical engineering products and services; providing advice for tech code electrical facility systems requirements, troubleshooting, design development, and project management; providing consultation services to engineers and technicians on engineering problems encountered with power systems, components and devices. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
