You will serve as an Interdisciplinary Engineer/Scientist (CYBER) in the Research Programs Branch (327), Machinery, Research and Silencing Division (32), Machinery Research, Logistics & Ship Integrity Department (30) of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).

Duties

You will provide direction, design integration, planning, testing, supportability, product management, verification and validation, certification and integrity, and security of the electric plant and machinery control software-based systems. You will lead software development and coding efforts, including Implementation of cybersecurity controls, secure software, and development environment. You will establish a Generic Instrumentation and Control software development and infrastructure environment. You will coordinate with management, sponsors, technical stakeholders, design and in-service engineers, contractors, and end users to provide specialized technical advice applicable to program development. You will develop a plan of action outlining requirements and justification for proposed approach, estimates of the scope, cost, facilities and time schedule involved. You will research technological areas related to the engineering of hardware and software integration methodology. You will provide analysis and software implementation of system requirements and conceptual design of software design and development infrastructure. You will explore data acquisition and data analysis methodologies to support test and evaluation evolutions. You will apply state-of-the-possible computer engineering methodology, assessment and modernization of existing systems and review and/or prepare technical specifications for contracted efforts.

  • This is a Cyberspace Workforce position, work role code Software Developer, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As professional engineer or scientist coordinating and integrating system support activities (e.g., Test & Evaluation, Research & Development, development, design, installation, maintenance) to ensure concepts, principles, and practices for modernization and in-service engineering efforts. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 08xx, All Professional Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

OR

For 1550, Computer Science: Successful completion of a degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
