This position is an Administrative Officer, GS- 0341-9/11 working in Portland, Oregon for the Assistant Regional Director-Fisheries Region 1. Duties

As an Administrative Officer your duties will include, but are not limited to, the following: Responsible for overall organizational procurement activities. Advises and assists in determining needs and acquiring equipment, supplies, materials, and services on the basis of necessity and availability of funds. Provides guidance and/or personally prepares procurement documents, determines appropriate sources, conducts market research, and prepares justifications as necessary. Works with and advises staff at multiple offices on administering Financial Assistance Agreements, tracking project funds, and ensuring appropriate use of funds. Plans and conducts analytical studies of organizational elements and work to identify problems and approve resource utilization, administrative support, and management effectiveness. Study areas include functions such as overtime cost, logistical support, automated applications for administrative functions, office and facility space, telecommunications requirements, word processing systems, duplicating equipment, and work distribution. Interprets findings and develops recommendations to improve organizational efficiency, effectiveness, and solve problems. Serves as an advisor and liaison on human resources matters by coordinating organizational needs with human resources office requirements and facilitating the accomplishment of various human resource management programs. Analyzes and advises on the implications of proposed management decisions and the administrative aspects involved in the accession, retention, motivation, development, and use of human resources. Works with servicing human resources office representatives to identify and resolve human resources needs and problems. Provides advice and counsel on a range of administrative and operational management support issues (human resources and material needs, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans. Provides substantive input and analysis for management decisions by articulating administrative management requirements. As the principle financial advisor, analyzes, evaluates, and manages accounting and control systems to maintain proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources. Analyzes historical budget and financial data, as well as new and/or changing program plans, to develop and prepare budget estimates and justifications for current-year, budget-year, and out-year budget planning. Identifies actual and/or potential funding problems, fiscal trends, significant program deficiencies and imbalances, analyzes conditions, and recommends adjustments and solutions.

Qualifications

Only experience and education obtained by 11/23/2023 will be considered. In order to qualify for this position, you must possess the Minimum Qualification. Minimum Qualification [GS-09]: One year of specialized experience equivalent to the GS-07 level in the federal service (obtained in either the public or private sectors). Specialized experience includes: 1) Providing administrative support to an organization on essential systems (e.g., recordkeeping, payroll administration, initiating human resource hiring actions, grants and agreements, etc.); 2) Managing the acquisition of supplies, equipment, services for an organization in accordance with regulations and local policies; 3) Conducting portions of financial, management or program analyses; 4) Providing guidance to managers and staff on financial, budgetary, or administrative topics including regulations and guidelines; and 5) Assisting in records management and Freedom of Information Act (FOIA) requests. NOTE: Your resume must contain sufficient information in these areas to be found qualified. -OR- Master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree in a related field, such as Business Administration or Public Administration and that provided the knowledge, skills and abilities to perform this work or a LL.B. or J.D., if related. NOTE: To qualify under this option, you must submit transcripts (official or unofficial) to verify your education. -OR- A combination of specialized experience and directly related graduate level education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only graduate education beyond the first year is creditable to meet this standard. NOTE: To qualify under this option, you must submit transcripts (official or unofficial) to verify your education. Minimum Qualification [GS-11]: one year of specialized experience that was equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience may include: 1) Preparing budget estimates or justifications for an organization; 2) Monitoring an organization's budget to ensure that obligations, expenditures, and requested allotments stay within approved funding limitations; 3) Managing the acquisition of supplies, equipment, and services for an organization in accordance with regulations and local policies; 4) Providing administrative support to an organization (e.g., procuring needed supplies or services, initiating human resource hiring actions, payroll administration, grants and agreements; 5) Conducting financial, management or program analyses and documenting findings, issues, and recommendations; and 6) Conducting records management and coordinating Freedom of Information Act (FOIA) requests. NOTE: Your resume must contain sufficient information in these areas to be found qualified. -OR- Ph.D. (or have three full years of progressively higher-level graduate education leading to a Ph.D.) in a field that provided the knowledge, skills, and abilities necessary to perform the work of this position. Such fields include finance, business administration, public administration, industrial management or other directly related fields. Three years of graduate education is considered to be the number of credit hours that your graduate school has determined to represent three academic years of full-time study. NOTE: To qualify under this option, you must submit transcripts (official or unofficial) to verify your education. -OR- A combination of qualifying specialized experience and directly related graduate level education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only education beyond the second graduate year (36 semesters) is creditable to meet this standard. NOTE: To qualify under this option, you must submit transcripts to verify your education and include proof of your experience in the text of your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
