About the Position: Serves as a Senior Technical Expert for highly specialized, long-term, complex contracts. The Army Contracting Command provides comprehensive acquisition, contracting, business advise, production support, and maintenance services in acquiring, fielding, and sustaining Tank Automotive & Armaments Command (TACOM) Life Cycle Management Command (LCMC) systems and supporting requirements. Duties

Serves as a Senior Technical Expert as a Contract Price/Cost Analyst for highly specialized, long-term, complex contracts. Performs analysis of contractor price and cost information provided in proposals to assist the Contracting Officer. Performs complex, sensitive, and controversial price analysis assignments covering the full range of pricing functions and negotiation of the price on contracts for the procurement of major systems and subsystems, to include: Systems in production, in research and development phase, with changes to configuration, and with no historical data. Will serve as a Pricing Team Lead on Source Selection Evaluation Boards where two or more system configurations or some basis other than cost and delivery drive the source selection.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Security Clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • Must file a Financial Disclosure Statement upon entering the position and annually.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months of entrance on duty.

OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes providing contract pricing service and advice in connection with proposals, claims, modifications, and other contractual actions; assisting in reviewing proposals and other data along with recommending negotiating strategies; applying cost and price techniques to evaluate and negotiate procurements utilizing differing contract types; assisting with the development of acquisition strategies, solicitations and evaluation criteria; and analyzing contractor price and cost information provided in proposals to provide fair and reasonable cost recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education cannot be substituted for experience. You will be evaluated on the basis of your level of competency in the following areas: Advanced Cost and/or Price AnalysisContracting/ProcurementInfluencing/NegotiatingPreparation and Negotiation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
