About the Position: Responsible for officer and enlisted military personnel management activities of the Troop Command - Walter Reed National Military Medical Center. Knowledge of Department of the Army, United States Medical Command, United States Army Medical Center, and military personnel regulations, policies and procedures. This position will be filled on a permanent basis.

Duties

Take corrective action to improve the quality and quantity of work and resolve problems not covered by precedents or established policy. Advise Senior leaders on human resource programs for correlation with the organizations' mission. Develop standards of performance; prepare performance rating and quarterly counseling. Provide instruction on both technical and administrative management issues. Supervise functions of personnel management, such as promoting, disciplining and evaluating employees, work assignments, training and leave approvals, preparing budgets, and expending funds.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience required at the GS-12 grade level: One year of specialized experience which includes providing technical advice and guidance regarding a wide variety of HR management regulations, policies and procedures, and programs that include personnel readiness and accounting, strength reporting and management, and operation of HR-associated automated databases; Establishes operating guidelines and coordinates activities of related to organizational structure, performance standards, work review, and reporting requirements; Resolves routine disciplinary problems or complaints, referring more complex issues to immediate supervisor or higher-level management for assessment and resolution; Coordinates issues and actions related to replacements, personnel actions, reliefs, awards, and evaluations with managers/supervisors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
