Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as experience directing, coordinating and leading others in the development of human capital programs AND experience providing guidance to managers regarding Human Resources laws, regulations, and policies AND experience establishing internal Human Resources processes to ensure that the organization produces high quality products in an efficient, effective, timely manner.

Knowledge of a range of human capital management specialized areas including workforce planning and organizational development.
Ability to manage diversity and inclusion program.
Knowledge of position management and classification principles.
Knowledge of analytical procedures to determine the best approach on a variety of administrative tasks and carry out complex work assignments at a high level of expertise.
Knowledge of OPM policies pertaining to staffing.
Ability to establish organizational goals and objectives.
Skill in coaching and developing team members.
Skill to establish and maintain effective relationships with all levels of management, supervisors, and employees.
Knowledge of customer service principles and techniques.
Skill in conflict resolution.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
