About the Position: This position supports the mission of the General Counsel in the DHA Office of General Counsel, located at Andrews AFB, Maryland.
Duties
Serve as a paralegal specialist and administrative support specialist for DHA’s OGC Staff.
Research complex and voluminous data, involving conflicting statutes and conflicting authorities.
Independently examines legal documents to determine whether a requested action administratively complies with DoD/DHA regulations.
Process requests for private medical information from law offices (military and civilian), military commanders, insurance companies, law enforcement agencies, individuals, or injured parties.
Assist with the administration of the Region Government Ethics Program.
Maintain files for the Legal Office which by reason of the broad need from various offices for legal advice, constitutes a major and voluminous repository of staff actions.
Develop, collect, maintain and compile an extensive database of legal opinions.
Prepares indices of legal and administrative material for use in the administration of the functions affected.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a government driver's license within 6 months of hire.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Approximately 5% travel may be required. Travel may involve local and/or overnight.

You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized Experience is defined as: One year of specialized experience equivalent to the GS-07 grade level in the Federal government which includes: 1) Experience performing fact finding, research, and analysis on assignments as directed by the attorneys on a variety of legal subjects; 2) Experience processing requests for private medical information from law offices (military and civilian), military commanders, insurance companies, law enforcement agencies, individuals, or injured parties; and 3) Experience retrieving files, cataloguing opinions, electronically recording and filing actions, and determining appropriate means of document delivery to meet deadlines and ensure timely delivery.

Education Substitution for Specialized Experience: Successful completion of a Master's or equivalent graduate degree, OR two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Paralegal Studies or Legal Studies. Combination of Education and Experience: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (NOTE: You must attach a copy of your transcripts).
