The primary purpose of this position is: This position serves as a General Torts Paralegal and is responsible to investigate and resolve complex tort claims filed for and against the Air Force, to support the Department of Justice in tort claim litigation cases and to provide policy guidance and support to Air Force installations across the country in their tort claim obligations.
Duties
Adjudicate tort claims filed against or for the Air Force
Provide training, expert policy guidance to Air Force installations on tort law and Air Force claims procedures.
Manage the Claims and Litigation Program within area of assignment and for the branch as needed.
Support the litigation efforts of the United States in tort cases involving the Air Force.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: (1) In-depth knowledge of Federal and State statutes, Federal court procedures, Air Force, DoD and other Federal regulations, and legislation which control Federal claims and tort litigation law and policy; (2) Extensive knowledge of tort principles, legal terminology, legal documentation, and pleadings filed in Federal District Courts; (3) Extensive knowledge of the principles, concepts, and methods of legal research to allow the employee the ability to locate, analyze and evaluate relevant precedent decisions and opinions among millions of court decisions that may be applicable to specific legal matters and assess its impact on the outcome of legal claims and litigation cases; and (4) Knowledge to perform extensive and thorough computer-generated research through computer assisted databases, such as LEXIS and Westlaw, and other legal systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of rules and regulations pertaining to the Federal Tort Claims Act, Military Claims Act, other Claims statutes, and the Federal Rules of Civil Procedure and Freedom of Information and Privacy Acts
Theoretical knowledge of the principles, concepts and methods of legal research and analysis and practical understanding of Federal claims and litigation to perform case development and documentation assignments
Knowledge and understanding of the applicable laws, regulations, and practices governing tort claims and tort litigation
Ability to communicate effectively and prepare legal briefs, memoranda, and summaries of analyses and skill in interview techniques and oral communication skills; AND Ability to independently analyze information and use effective, analytical, and evaluative methods to accurately interpret and apply statutes, rules, regulation and procedures
Ability to understand and operate various software applications and computer databases to quickly input, retrieve, and compile information in an understandable format
Knowledge of Department of Defense and Air Force structure and chain-of-command in order to work with many components of DOD, the Judge Advocate Generals Corps, Department of Justice and private sector legal offices
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
