This position is part of the U.S. International Development Finance Corporation (DFC),Office of Development Credit. As a Senior Investment Officer you will be responsible for managing the most complex, sensitive, or precedent-setting debt investments in the food and agriculture sectors globally.
Duties
Conducts in-depth analyses of project and corporate finance proposals that support food security in emerging markets to determine their financial, technical, economic, legal, and political feasibility.
Works with and modifies sponsor-provided financial projections to assess logical model construction and adequacy of business case assumptions for the proposed DFC financing. As necessary, creates financial models and conducts sensitivity analysis to test project assumptions and key economic drivers.
Develops and negotiates key investment terms (in consultation with the Managing Director and senior Credit Policy and other officers as appropriate), financial structure, conditions precedent, post investment governance, and DFC policy requirements. Coordinates co-lender arrangements with other investors, such as International Financial Institutions which include development financial institutions, IFC, Export-Import Bank, and private equity, commercial or investment banking institutions.
Consults, as required, with industry experts on the technical aspects of proposed projects and assists in the selection and procurement of consulting services. Obtains information through field visits, correspondence with officials of the host country, private firm representatives, USAID and Embassy personnel and other sources needed to analyze application for DFC financing.
Prepares recommendations and required papers and correspondence
Presents investment proposals to the various approval committees; reviews and comments on contracts, obtains appropriate agency clearances.
Manages existing DFC clients and develops new clients, through business development activities including outreach and networking with leaders of local business communities and international finance institutions to promote DFC objectives and business lines.

Qualifications
Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes experience:
(1) conducting in-depth analyses of international project(s) and/or corporate financing of food and agriculture-related companies in emerging markets to include the viability of the business model and the market opportunity;
(2) negotiation of terms and agreements with counter-parties; AND
(3) analysis on credit risks of borrower and/or investee including financial conditions and track record of sponsors, management and other project parties.
Note: Education is not substitutional at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
