Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of the Director, Assistant Directorate for Strategic Engagement (ADSE), in Washington, DC.
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
Exercises delegated authority to oversee the overall planning, direction, and timely execution of the BSEE communications, public affairs, intergovernmental affairs, congressional affairs, and international affairs programs, including the development, assignment, and higher-level clearance of goals and objectives for the Office of Congressional International Affairs (OCIA) and Office of Public Affairs (OPA) supervisors.
Approves multiyear and longer-range work plans developed by the OCIA and OPA supervisors and subsequently manages the overall work to enhance achievement of the goals and objectives.
At the direction of the Director, develops, coordinates, resolves, and implements a variety of special projects and assignments that are often complex, high priority, highly sensitive, and/or confidential. This requires in-depth analysis of issues in a short timeframe, extensive research, and fact-finding. Performs such analyses accurately and thoroughly, including identifying options available, making appropriate recommendations, and committing to courses of action.
Ensures that the Office of the Director is provided with pertinent information for decision-making on highly sensitive and potentially controversial issues. Identifies impediments to appropriate actions and makes recommendations for action by the Director.
Develops leadership communications and ensures alignment with Department and Administration. Coordinates with Department offices (e.g., Congressional and Legislative Affairs, Intergovernmental and External Affairs, Office of Communications) to ensure bureau internal and external communications are aligned with the Department and the Administration.
Explains departmental policy, viewpoints, and initiatives in contacts both within and outside the Department.
The Bureau of Safety & Environmental Enforcement (BSEE) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information:
GS-15: $155,700 - $183,500 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
This vacancy is also announced as BSEE-EEAA-24-AW-042(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Analyzing policies, programs, projects and providing interpretations and recommendations to senior leadership; 2) Developing aligned communication on behalf of senior leadership; 3) Advising senior leadership on current and proposed policies and legislation that may impact the organization; and 4) Monitoring the needs of an organization to identify immediate and long-term plans and issues. Must meet all.
