Duties

Summary Cont'd: to direct the activities of the Visitor Control Center which issues temporary passes, badges, and identification media required for entry onto the installation. Develops and administers local policy and standards for the Defense Biometrics Identification System (DBIDS) for Randolph AFB. As the primary Security Assistant, strictly enforces requirements of base entry while balancing customer needs using practical knowledge of security programs. Performs administrative office support functions. Administers and controls temporary access control standards for installation access. As the Installation Access Control Administrator.

  • Employee may be required to work an uncommon tour of duty to allow full participation in all integrated base defense, security, resource protection, and anti-terrorism program exercises.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to obtain and maintain an SECRET security clearance.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license maybe required for the position.
  • Typing and computer operation is performed, however, a qualified typist is not required.
  • The duties of this position meets all requirements as a category 4 designation.
  • Position shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-0086, Security Clerical and Assistance Series. SPECIALIZED EXPERIENCE: Applicantsmust have at least one (1) year of specialized experience at the next lower grade GS-06 grade level position for External Candidates, or GS-05 grade level position for Current or Prior Federal Employees, or equivalent in the federal service which includes practical knowledge of specialized security methods, rules, regulations, principles, and procedures to resolve a wide range of problems and perform a wide variety of interrelated or nonstandard security assignments such as determining the kinds of information and supporting data required, and criteria to be applied, in determining if installation access is authorized. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. External Candidates must have served one year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. Current or Prior Federal Employees must have served one year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of common and specialized security methods, rules, regulations, and principles to provide technical work and assist security specialists in security administration, and perform a wide variety of interrelated or nonstandard security assignments and resolve problems. Knowledge of procedures, forms, and information and confidentiality requirements related to sensitive personal information to request security investigations and submit to the appropriate government agency. Knowledge of what constitutes derogatory information, the supporting data required to complete installation access determinations, and understanding of background investigation adjudication processes and the information/criteria required. Knowledge of one or more automated databases associated with a specific security function to recognize, locate, and insert data/information; support office and security operations; and produce a variety of documents and reports. Ability to plan and organize work, follow instructions, and accomplish multiple ongoing projects; and ability to locate, assemble, and compose information for reports, inquiries, and limited technical correspondence. Ability to communicate effectively with a diverse group of individuals, using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
