The Pharmacy Supervisor, Inventory Management, has oversight of pharmacy inventory management and procurement, supervises pharmacy inventory team, and serves as the All-Hazards Emergency Cache (AHEC) Pharmacy Manager. Work encompasses management of pharmacy services at main facility and/or off-site clinics as applicable.
Duties
Functions/Duties
a. Administrative and Supervisory
1. Provides first-line coordination and oversight for subordinate pharmacist and technician work activities, including staff leave and scheduling, staff work assignments, veteran and non-veteran customer services, and regulatory compliance regarding medication control and security.
2. Makes recommendations to pharmacy administration regarding system-related changes that might enhance departmental productivity and/or Veteran patient care services.
3. Monitors and supports pharmacy compliance with existing regulatory rules, laws, and standards.
4. Assists in the recommendation, drafting and implementation of departmental policies and procedures.
5. Responsible for the security of the assigned area particularly as it relates to controlled substances. Incumbent helps to ensure departmental and medication security, including controlled substances as required by the Department of Veterans Affairs and the Drug Enforcement Agency.
6. Assists in monitoring for compliance with the department and hospital policies and procedures.
7. Provides first-line personnel management.
8. Provides workflow coordination and supervisory oversight within a framework that is conducive to good performance and high morale. Promotes a zero-tolerance environment when it comes to sexual harassment and hostile work environment issues.
9. Supports and provides cross coverage as needed for the Pharmacy Supervisor (Operations and CITC).
10. Acts as a liaison between the Louis A. Johnson VA Medical Center Pharmacy and CMOP (Consolidated Mail Order Pharmacy).
11. Interviews and recommends candidates for employment.
b. Control Point Management
1. Incumbent is responsible for daily functions related to fund control management.
2. Assists with managing 1358s, 2237s, and purchase card orders for obligating appropriate funds for pharmacy service budget.
3. Acts as a purchase cardholder approving official and IPPS invoice approver for the Pharmacy Service and oversees purchases of pharmacy procurement technicians.
4. Incumbent complies with all Federal, VA, and local acquisition policies and regulations.
5. Responsible for making decisions concerning cost containment related to pharmacy transactions.
6. Supports National and VISN cost saving initiatives.
c. Inventory management
1. Responsible for inventory management of all pharmaceuticals and supplies for the pharmacy service.
2. Responsible for AHEC management and inventory.
3. Ensure proper pharmacy storage of all pharmaceuticals and supplies.
4. Coordinates the purchase and record keeping of REMS medications.
5. Responsible for the annual wall-to-wall inventory preparation.
6. Takes appropriate actions on all drug and product recalls according to VA directives and policies.
7. Serves as liaison between Logistics, Prosthetics, and Supply and Distribution services.
8. Responsible for overseeing compliance with the Drug Supply Chain Security Act.
9. Incumbent utilizes the Prime Vendor Software to optimize inventory turns.
10. Acts a liaison with the Prime Vendor account manager.
11. Reviews CMOP backorders and adjusts local inventory as needed to meet patient needs. Monitors CMOP rejects to adjust items that are sent back to station due to backorders.
12. Marks items for CMOP to reduce local inventory burden.
d. Operational
1. The incumbent is expected to work on-line as a pharmacist to support workload and operational goal achievement as needed.
2. Supports provider order entry verification and patient counseling as required.
3. Actively participates in and provides leadership to councils, boards, committees, and workgroups at the facility, VISN and national level.
e. Educational
1. Helps to orient new employees in overall procedures and activities of the pharmacy.
2. Assists with the training responsibilities for pharmacy residents and students during their rotational period through the Pharmacy Service.
f. General
1. Performs other duties as assigned and deemed essential to the efficient operation of the Pharmacy Department. Incumbent may be required to periodically work irregular shifts as required and may occasionally be called back in emergencies.
2. Provides after hours coverage.
3. Serves as a Government Purchase Card holder or approving official as needed.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.

Grade Determinations:
GS-13 Supervisory Pharmacist
Experience or Education. In addition to the basic requirements, candidates must have 1 year of experience equivalent to the next lower grade level (GS-12)
AND possess the following KSAs:
GS-12 Knowledge, skills and abilities (KSAs):
Knowledge of professional pharmacy practice.
Ability to communicate orally and in writing to both patients and health care staff.
Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters
Additionally must possess the GS-13 KSAs below:
GS-13 Demonstrated KSAs.
a. Ability to effectively supervise subordinate staff.
b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
d. Skill in managing people or programs.
