The Operational Pharmacy Supervisor is responsible for coordination of daily operations of Outpatient and Inpatient pharmacy services at the Louis A. Johnson VA Medical Center, as well as community care pharmacy program management which includes non-formulary adjudication. This includes leadership, guidance, and supervision of the Clinical Staff Pharmacists and Technician Supervisor.
Duties
A. Administrative/Supervisory
(1) Direct supervisor for Clinical Staff Pharmacists (all tours).
(2) Responsible for day-to-day operations of Pharmacy. Assesses workload throughout the day, identifying backlogs and makes staffing adjustments to meet organizational goals.
(3) Responsible for operation and control of all medications, medical supplies, and controlled drugs issued
(4) Monitors and provides oversight of all operational pharmacy work related activities, including verification of orders, patient counseling / medication reconciliation, sterile product formulation, prepackaging, controlled substances processing. (5) Develops and establishes policies and procedures defining operational requirements of pharmacy.
(6) Assists Inpatient and Outpatient Pharmacy with compliance to all Pharmacy Standard Operating Procedures (SOPs), Medical Center Memorandums (MCMs) and regulatory and accrediting body requirements
(7) Acts as the pharmacy liaison to assigned Consolidated Mail Order Pharmacies (CMOP).
(8) Responsible for performance improvement programs
(9) Works with Pharmacy Management Team to provide training and competencies of pharmacy staff on safe handling of chemotherapeutic agents
(10) Serves as Acting Associate Chief, Pharmacy Operations as requested.
(11) Represents Pharmacy Service on medical center committees
(12) Ensures compliance with Joint Commission standards, VA requirements, Federal and State Laws, the MISSION Act, and VA rules and regulation regarding the receipt and handling of non-VA prescriptions
(13) Maintains an effective relationship with medical, professional and administrative staff
(14) Makes recommendations to Pharmacy Management Team regarding system-related changes that might enhance departmental productivity, patient safety or overall patient care.
(15) Works with the Chief, Pharmacy to promote optimal patient care
(16) Helps to ensure security of pharmacy areas, and the security of medications stored throughout the medical center. (17) Assumes responsibility for cleanliness and environmental compliance of all pharmacy areas.
(18) Facilitates good communication between pharmacy and purchasing employees to ensure adequate stock inventory
(19) Works with Quality Assurance, Program Manager in pharmacy service to respond to drug recall and shortages that impact pharmacy to ensure appropriate follow-up actions are taken.
(20) Responsible for maintenance and training for equipment utilized by Operational Pharmacy employees.
(21) Maintains employee competency folders and completes employee performance evaluations. Recommends awards and/or disciplinary actions
(22) Provides workflow coordination and supervisory oversight that is conducive to good performance and high morale. Promotes a zero-tolerance environment regarding sexual harassment and hostile work environment issues.
(23) Assists in recruiting for operational pharmacy vacancies.
B. Clinical / Operational
(1) Coordinates the community care pharmacy dispensing:
(2) Formulary Management for community care pharmacy orders
(3) Effectively utilizes the Veterans Integrated Systems Technology Architecture (VISTA), Computerized Patient Record System (CPRS) and other automated pharmacy equipment and computer software systems.
(4) Verifies physicians' orders to be complete and appropriate for dose, route, and frequency. Contacts physician to clarify medication orders
(5) Prepares medications and IV admixtures for administration to all patients according to hospital policy.
(6) Screens orders for incompatibilities, patient allergies, drug interactions, and non-formulary drugs.
(7) Routinely monitors orders for formulary status and offers appropriate formulary alternatives to providers requesting nonformulary items.
(8) Provides basic consultant information concerning drug therapy to physicians, nurses, and health care professionals.
(9) Clarifies and resolves all problems identified which relate to patient drug therapy. Refers all matters requiring further administrative action to the Chief Pharmacist.
(10) Monitors patients for medical and pharmaceutical problems, and documents information.
(11) Actively participates in Performance Improvement Activities
(12) Compounds medications for patients pursuant to a physician's order and verification of stability, sterility and other product considerations.
(13) Promptly reports medication errors and adverse drug events as directed by hospital policy.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.

Grade Determinations:
GS-13 Supervisory Pharmacist
Experience or Education. In addition to the basic requirements, candidates must have 1 year of experience equivalent to the next lower grade level (GS-12)
AND possess the following KSAs:
GS-12 Knowledge, skills and abilities (KSAs):
Knowledge of professional pharmacy practice.
Ability to communicate orally and in writing to both patients and health care staff.
Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters
Additionally must possess the GS-13 KSAs below:
GS-13 Demonstrated KSAs.
a. Ability to effectively supervise subordinate staff.
b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
d. Skill in managing people or programs.
