Duties
Serves as Risk Management Program Analyst for the Aviation Major Subordinate Command (MSC) and is responsible for providing oversight and management of major activities
related to risk management (RM) Program for the MSC in collaboration and coordination with the Aviation Risk and Internal Control Administrators (RICAs).
Participates in Enterprise Risk Management (ERM) Program Management Office (PMO) training sessions, workshops, and other activities.
Identifies risk management training requirements, develops training material, assists and trains Aviation RMIC Stakeholders to ensure understanding of roles and responsibilities
and ERM/RMIC task alignment to Public Law 97-255 (Federal Managers Financial Integrity Act (FMFIA), Government Accountability Office (GAO) Green Book, OMB Circular A-123, and DLAM 5010.40 Volume I and II.
Implements enterprise directives, ensuring that the organization’s strategic objectives are met.
Coordinates and monitors numerous risk management (RM) methods and strategies and adjusts processes as necessary to identify and achieve effective control processes.
Determines/analyzes relationships and interconnectedness between processes/programs and in return provides expert assessments of processes that may not have been traditionally integrated.
Assists Aviation RMIC Stakeholders with risk identification, analysis, prioritization, and response; performs and reviews annual Risk Assessments; develops Aviation’s Risk Register;
identifies objective uncertainties and the possible risks associated with all Aviation objectives tracks, monitors, and evaluates risk response plans for alignment and consolidates submission to Aviation RICAs.
Identifies and distributes risk management tasks from ERM PMO to Aviation RMIC Stakeholders to meet milestones in compliance with established guidelines/requirements.
Gathers and documents feedback from stakeholders to develop the Annual Statement of Assurance (ASOA).

Qualifications
To qualify for a Management and Program Analyst (Aviation Risk Management) your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Providing program analysis and program guidance.
- Providing leadership, direction, guidance, advice, and assistance to team members in workload assignments/projects.
- Performing risk assessments: analyzing current risks, identifying potential risks that could affect the organization, and evaluating the gravity of each risk by considering its consequences.
- Identifying, analyzing, and recommending functional changes and improvements based on analytical research and resolutions to issues and problems encountered.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
