About the Position: Incumbent serves as the Deputy to the Chief of the Navigation and Operations Branch, whose responsibilities are to provide the national leadership and direction for all aspects of the Civil Works Navigation Program, including operation and maintenance of all Corps navigation assets, dredging, and floating plant. Incumbent provides oversight and leadership direction for an interdisciplinary team of experts.
Duties
Serves as Deputy to the Chief of the Navigation Branch, whose responsibilities are to provide the national leadership and direction for all aspects of the Civil Works Navigation Program.
Navigation Business Line Manager and primary point of contact for budget development, defense, execution, budget guidance, and reporting.
Provides oversight of Navigation research and development, surveying and mapping products, and for navigation data support.
Leads engagements on the Navigation Program with senior leaders in USACE, ASA(CW), Congressional Staff, external stakeholders, industry, and non-governmental entities.
Consults with the Navigation Chief on matters of an unusual and controversial nature, or which require higher-echelon interpretation or formulation of policy.
Leader in the organizing the Navigation Branch to maintain daily operations to assure efficiency and economical operations of the U.S. Army Corps of Engineers Navigation program.
Provides and exercise supervisory authority to a staff of senior experts of various professional disciplines.

In order to qualify for one of the occupational series listed above, applicants must meet the minimum education above and the experience requirements listed below.
Specialized Experience: One year of specialized experience which includes: 1. Direct the implementation of policies, regulations, standards and procedures for Civil Works navigation program to include operation and maintenance (O&M) and dredging of inland and coastal areas; 2. Manage projects concerning inland and coastal navigation, lock and dam projects, and structures; 3. Formulate the budget for a program or organization; Provide leadership, negotiation, conflict resolution, and projects/programs management skills to effectively and efficiently support organization's operations, initiatives, and mission requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
