This position is with the Educational Materials Section (ESD) The ESD is responsible for printing, storing, and distributing training materials and critical legal safety and health information. The incumbent of this position provides printing services, determines specifications, estimates procurement and in-house costs, and provides customer advisory services for in-house and commercial projects for the National Mine Health and Safety Academy. This position is INSIDE the bargaining unit.

Duties

This is a career ladder progression poisition; the duties described below are at the full performance level; GS-12. Applicants selected at a grade below GS-12 will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance. At the full performance level, GS-12, the incumbent: Is responsible for providing printing services for MSHA headquarters, regional investigations, fatality info, student materials, etc. using a printing press, trifold machine, and other printing equipment. Resolves problems that arise during production. Is responsible for developing and implementing quality controls to ensure work is performed in a timely and efficient manner and determining the total assets required to accomplish each assigned function and recommending any changes. Serves as a liaison with GPO to ensure the product delivered meets the request and the requirements of MSHA. Provides customer service, guidance, and advice on printing services available to the public, the agency, and other federal and private sector organizations. Assists in planning, budgeting, directing, and administering the Academy's printing program for the production and procurement of printing services. Is responsible for the completion of requisitions, maintaining a balanced budget, and ensure records are kept for all Educational Materials Section services. Monitors printing equipment and performs minor repairs. Recommends equipment to be replaced or new types of equipment to be purchased and negotiates maintenance agreements and equipment purchases with vendors. Follows GPO printing guidelines and federal regulations. Interprets application of Government printing, binding, and related regulations, and statutes to departmental printing and assures compliance. Responds to requests from the Department's Agency headquarters for technical assistance or guidance in printing production, printing services by typesetting composition, electronic printing, and copier utilization. Implements checks for determining the suitability of all copy, printing, or reproduction.

Requirements

  • Candidate required to obtain the necessary security/investigation level.

Qualifications

To qualify for this position, applicants must meet the Basic Requirement for the 1654 Occupational Series; and the Specialized Experience. Examples of specialized experience to meet the Basic Requirement (for the GS-5 and above), include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. In addition to the Basic Requirement, applicants must possess 52 weeks of specialized experience at the next lower grade level in the Federal Service (i.e., GS-07 for GS-09). Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the positions that is typically in or related to the work of the position to be filled. For this position, Specialized Experience is defined as providing printing services, determining specifications, estimating procurement and in-house costs, and providing customer advisory services for in-house and commercial projects. Examples of Specialized Experience for this position include: Experience determining the size and scale of publications; Possesses verbal communication skills to communicate with others to relay information regarding printing services; Experience utilizing different types of paper stocks and inks to be used, and possessing the ability to set up and print multicolor jobs; and, Experience using different types of printing and bindery equipment such as: collator, folder, stitcher, Digimaster 9110, etc. OR, Possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or with a major study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. OR, Possess a combination of graduate education with a major field of study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics AND specialized experience (as described above), which is equivalent to the GS-07 level in the Federal Service. This experience and education together meet 100% of the qualification requirements for this position. When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.
