This position is with the Educational Materials Section. This Section is responsible for printing, storing, and distributing training materials and critical legal safety and health information. The incumbent of this position provides printing services, determines specifications, estimates procurement and in-house costs, and provides customer advisory services for in-house and commercial projects for the National Mine Health and Safety Academy. This position is INSIDE the bargaining unit.

Duties

This is a career ladder progression position; the duties described below are at the full performance level; GS-12. Applicants selected at a grade below GS-12 will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance. At the full performance level, GS-12, the incumbent:

Qualifications

You must meet the Basic Occupational Requirements for the GS-1654 series and the Minimum Qualifications to qualify for the GS-09 grade level, as described below. Basic Occupational Requirement - You must have one of the following: Education: a degree, or coursework equivalent to a degree, with a major field of study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. -OR- Experience: one year of specialized Printing Services related experience at or equivalent to the GS-07 level. Examples include: 1.) Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. 2.) Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). 3.) Managing a printing plant that produces printing either for the government or private industry customers. 4.) Performing production control work in a large printing plant. 5.) Serving as a sales representative for a wide variety of printing equipment. 6.) Analyzing the price and cost of preparation and production of printing. 7.) Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. 8.) Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. -OR- Combination of Education and Experience: an equivalent combination of education and experience as described above. Minimum Qualification Requirement - in addition to the Basic Requirement above you must also have one of the following: Specialized Experience: one full year of specialized experience at or equivalent to at least the next lower level (GS-07) of Federal service in all of the following: 1.) scheduling printing for a variety of publications, 2.) routing printing request to proper workflows, 3.) assisting with determining appropriate source(s) for printing and binding services. -OR- Education Substitution: a Masters or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics, or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. -OR- Combination of Education and Experience: an equivalent combination of education and experience as described above. When an applicant has less than one year of specialized experience as described above, they may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). Only graduate education beyond the first year may be credited in combination with experience toward the GS-09 level. The percentage of specialized work experience and the percentage of graduate study must total at least 100%.
