The VISN 21 Chief Sterile Processing Officer (CSPO) executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines, influence organizational mission and health care. The CSPO - Nurse IV is responsible for administrative functions of their assigned programs.
Duties
Provides executive leadership of programs with sterile processing programs within VISN 21. She/he serves as the VISN Sterile Processing Service (SPS) subject matter expert (SME) responsible for collaboration with VA medical facilities in achieving the highest quality reusable medical devices (RMD) outcomes. Serves as the Chair to the VISN RMD Management Board in accordance with VHA Directive 1116, Management of Critical and Semi-Critical Reusable Medical Devices. Responsibilities of the VISN 21 CSPO RMD Board Chair includes:
a) Providing oversight of reprocessing and management of RMD within the VISN.
b) Providing support to VA medical facilities in recruiting and maintaining SPS staffing levels per the Office of Sterile Processing (OSP) Tool.
c) Reviewing quality indicators reported by VA medical facilities throughout the VISN to support the development of sustainable corrective actions related to identified RMD management vulnerabilities.
d) Collaborating with VISN support services to ensure proper care and management of RMD.
The incumbent is responsible for collecting, analyzing, and reporting on SPS quality assurance and process improvement data to the VISN Director and OSP and collaborating with the VA medical facility ADPCS, VA medical facility Director and VA medical facility SPS Chief to identify and mitigate associated risks. Participates in the selection and orientation of VA medical facility SPS Chiefs within the VISN. Conducts meetings with VA medical SPS Chiefs at least once a month. Collaborates with the OSP HSS to perform VA medical facility RMD assessments virtually, on-site or a combination of both. Attends meetings with the OSP Health Systems Specialist (HSS) regarding RMD and SPS issues. Provides input on VA medical facility SPS Chief performance, as appropriate. Supports the VA medical facility SPS Chief to ensure oversight of RMD. Provides guidance to SPS programs, in accordance with paragraph 10.c. of VHA Directive 1116 and American National Standards Institute/Association for the Advancement of Medical Instruments (ANSI/AAMI).
She/he is responsible for approving action plans developed by the VA medical facility SPS chief in response to reprocessing non-conformities identified by OSP, the Office of Inspector General (OIG), Office of the Medical Inspector, or The Joint Commission (TJC). Provides final approval for closure of action plans with sustainment processes in place. Reviews and provides concurrence for reprocessing and RMD Storage Room construction and renovation plans in collaboration with the OSP HSS and HEFP Compliance Engineer. The incumbent provides oversight to all VA medical facilities that perform RMD reprocessing. Ensures VA medical facility RMD program assessments are completed as specified by the OSP requirements. The incumbent provides oversight of the request and utilization of SPS Specific Purpose Funds for appropriate planning and procurement of RMD and reprocessing equipment needed to support operations. The VISN CSPO is required to complete annual site reviews of each facility and conduct analysis of trends with the sharing of best practices and solutions to mitigate repeat findings.
Work Schedule: Monday-Friday, 8:00 am to 4:30 pm PST
Virtual: Position can be located anywhere within the VISN 21 (CONUS) catchment area as 100% remote, but they need to be located within VISN 21 due to travel needs. Those locations consist of Fresno, Las Vegas, Reno, Palo Alto, Mather, Pleasant Hill or San Francisco.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: The work is predominantly sedentary and does not require any special physical effort. Position requires incumbent to sit for extended periods of time without being able to leave the work area. Travel is required. However, during site visits/travel incumbent may be required to walk considerable distances in the facility during his or her work. During travel or site visit the position may require incumbent to remain on his or her feet in an upright position for continuous periods of time. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. Entering text or data into a computer or other machine by means of a traditional keyboard. Traditional Keyboard refers to a panel of keys used as the primary input device on a computer, typographic machine, or 10-Key numeric keypad. The ability to hear, understand, and distinguish speech and/or other sounds with utilization of in person speech, telephone, and other communication modalities. Clear speech includes expressing or exchanging ideas by means of the spoken word to impart oral information to clients or the public and to convey detailed spoken instructions to other workers accurately, loudly, or quickly. This position requires presentation with colored graphs and data sets therefore requires the ability to distinguish color.
