The Deputy Chief Nursing Officer (DCNO) role is dedicated to advancing health by providing expanded access to care with an unmatched focus on quality, safety, and exceptional service. The DCNO is one of the top healthcare executives for multiple key clinical services and programs including nursing, which have direct impact of healthcare operations at the Veterans Integrated Service Network (VISN) level.

Duties

The position will directly supervise Chief Nurse of Ambulatory Care who serves as the nursing representative for Primary Care, Geriatrics & Extended Care, Medicine & Specialty; Chief Nurse of Care Coordination which oversights Patient Flow, Utilization Management, Traveling Vet Coordination, and the Bed Management System; and the VISN Chief Sterile Processing Officer in addition to collaborating with the Chief Nursing Officer with oversight of the V21 Clinical Contact Center. The DCNO has the authority and responsibility for establishing standards for healthcare operations and nursing practice by ensuring the continuous and timely availability of quality healthcare services. S/he partners as one of the spokespersons for organized nursing and patient care delivery to include healthcare operations. Also acts as the catalyst for the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. Programmatic oversight may include key clinical services other than nursing workforce and practice. The VA Sierra Pacific Network (VISN 21) is one of 18 Veterans Integrated Service Networks (VISNs) in the Veterans Health Administration (VHA). The Network serves Veterans in northern and central California, Nevada, Hawaii, the Philippines and U.S. Territories in the Pacific Basin. With a total of 67 sites of care, VISN 21 provides a continuum of comprehensive health care services through seven VA Medical Centers, nine co-located Community Living Centers and 41 Community Based Outpatient Clinics (CBOCs). The DCNO reports directly to the Chief Nursing Officer (CNO), provides coverage and is the clinical expert for nursing in the absence of the CNO. She/he functions as a member of the senior executive leadership team for strategic planning, organizational assessment, and program development. She/he provides senior leadership and oversight for some clinical and administrative operations within nursing as directed by the CNO. The DCNO has overall management of care coordination/integrated case management, traveling Veteran coordination, patient flow/bed management, utilization management, ambulatory care, and sterile processing. The DCNO understands the regulation and payment issues that affect the VISN's budget. The DCNO uses his/her knowledge of VA, other federal agencies, and state laws and regulations that affect the provision of patient care (e.g. professional licensure, reimbursement, VA Choice care, etc.) In addition, the DCNO takes appropriate action when opportunities exist to adjust clinical operations at both the clinical and programmatic level across the VISN to respond effectively to environmental changes in economic elements. The DCNO along with the CNO develops marketing strategies in collaboration with the VISN Executive Leadership Team and marketing experts. The incumbent provides authoritative advice and expertise in all areas of nursing care management by partnering with the facility Associate Directors of Patient Care Services (ADPCSs) to analyze nursing data, monitor nursing practice and address nursing issues. The DCNO is called upon to provide counsel on nursing activities within the VISN. The incumbent is a leader in organizational change efforts, with particular focus on changes required to achieve patient care goals. Leadership responsibilities include identifying obstacles to the change process and managing resolutions. S/he must have knowledge of clinical systems, programs and nursing practice, and how they relate to medical center specific needs and the mission and goals of the Network as a whole. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Prior Chief Nurse experience within VHA Specialty Certification in nursing leadership Formal process improvement and/or LEAN training Change Management experience or training Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. May occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
