The primary purpose of this position is to provide a Group resource advisor for a tenant wing organization. Performs conventional analysis, evaluation, and advisory assignments related to the effectiveness and/or efficiency of organization administrative programs in various areas, such as financial, manpower, facilities, equipment, and contract management.

Duties

Serves as the functional point of contact for day-to-day budget/financial issues. Works with MAJCOM and budget office counterparts to obtain, monitor, and track organization's funds. Plans and coordinates work requirements to maintain tenant organization facilities and oversees facility management resources including personnel, service contracts, financial programs, space utilization, and information resources. Depending on differences in age, occupancy, design, and technology, selects and applies appropriate standards and maintenance procedures. Implements and evaluates programs to manage safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, hazardous materials, and waste. Maintains a safe environment and implements systematic processes that identify and eliminate safety hazards. Advises managers in the control of assigned programs by analyzing and evaluating (on a quantitative or qualitative basis) planned effort against documented results for the organization's resource management program (e.g. people, equipment, facilities, finance, contracts). Conducts studies of program efficiency and productivity and recommends changes or improvement in organization, staffing, work methods, equipment, information, and/or procedures. Attends staff meetings, working groups, and coordinates with various personnel to accomplish resource management work on behalf of the Group Commander. Coordinates with other base organizations and various federal state and local officials to evaluate policies, procedures, maintenance and repair activities, financial requirements, contracts, manpower and personnel, and other resource management requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include; applying administrative resources management principles, concepts, and practices in facilities, finance, personnel, communications, and contract management; applying accepted Planning, Programming, Budgeting, and Execution (PPBE) methods, processes in systems acquisition management, budget, contracts, manpower programs; communicate effectively, both orally and in writing; applying principles, concepts, and practices for facilities and equipment operations; planning, coordinating, directing, and monitoring facility operations; determining facility and grounds maintenance and repair needs; prepare statements of work; inspect and evaluate use patterns and identify maintenance or restoration requirements; coordinate and assist engineers to ensure adequate maintenance or restoration of buildings and grounds; gather, analyze, and evaluate management and business processes; drawing conclusions and recommending appropriate actions; applying analytical and evaluative techniques to identify, draw conclusion and recommend appropriate actions; preparing and delivering briefings to managers on findings and recommendations. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, have at least one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of administrative resources management principles, concepts, and practices concerning moderately complex technical requirements in one or more requirements areas such as facilities, finance, personnel, communications, and contract management. 2. Ability to understand and apply accepted Planning, Programming, Budgeting, and Execution (PPBE) methods, processes, and approaches. 3. General administrative knowledge and skill in the application of generally accepted business and management principles, practices, and standards. 4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature to devise organizational structuring options for programs of a limited scope. 5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy; and ability to conduct interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. 6. Ability to access, locate, or prepare information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
