This position is located in the Office of the Chief of Protocol within the Ceremonials Division (S/CPR/C). The Ceremonials Division is responsible for formulating and executing policies and plans of action to ensure the fulfillment of the United States Government’s obligations relative to the performance and observance of national and international protocol in the United States or in which the United States participates abroad.

Duties

Responsible for oversight, management, and authorization of expenditures for a variety of events; to include: selects, hires, and manages partnerships and/or vendors; ensures prompt payment of expenses; and reviews invoices for services rendered. Arranges and implements the official United Nations General Assembly (UNGA) functions hosted by the Secretary of State and coordinates event dynamics, in conjunction with or as delegated by the Deputy Assistant Chief and Assistant Chief of Protocol. Conducts research and develops studies in the field of Protocol practices and procedures for the use of senior officials in the Office of Protocol and the Department of State. Provides guidance to foreign ambassadors on matters of Protocol when the President, Vice President, Secretary of State, or other high-ranking government officials are involved. Serves as a senior expert resource for the division in the full range of ceremonial work performed and in the areas of problem solving, work methods and procedures, and assists team members in identifying viable solutions.

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.   NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience planning and executing large ceremonies or other public events using nation and international protocol practices and procedures as they pertain to the U.S. government. Experience assessing protocol programs effectiveness and making recommendations for improvement. There is no substitute of education for specialized experience for the GS-13 position.
