This position is in the Administration section of the Community Engagement Reintegration Service (CERS) VA Greater Los Angeles Healthcare System. The incumbent is the administrative liaison and coordinator of all activities directly under the Deputy Chief, CERS. On a routine basis, the incumbent is responsible for evaluating, analyzing and statistically tracking data.
Duties
As the Administrative Services Manager supporting the CERS Deputy Chief, the incumbent is delegated authority and responsibility by the CERS Deputy Chief for all healthcare administrative functions required for accomplishing the duties of the position as listed below.
Performs staff support work in short and long-range planning efforts.
Provides active and well-informed administrative participation in planning for the delivery of health care and housing by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive.
Participates in the formative stages, in overall facility managerial planning to assure that an awareness of administrative issues and implementations are considered and influence management decisions.
Such assignments are broad and not adequately covered by manuals, previous reports or established management programs and require a great deal of creativity in designing methods to gather, analyze and present data.
Furthermore, the incumbent has authority to interview candidates for positions in the unit, recommend appointment, promotion, and reassignment to such positions.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop both long and short-range policies and plans for the organization by coordinating the administration management needs; or Develops, evaluates, and modifies organizational structure and systems to achieve program goals; or The incumbent prepares performance standards and competencies for these positions; or The incumbent assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees or Furthermore, the incumbent has authority to interview candidates for positions in the unit, recommend appointment, promotion, and reassignment to such positions.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
