This position is located in the U.S Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). This position will serve as a contracts acquisition expert for contract administration and procurement support and will monitor the performance of all contractors and vendors for conformance with contract specifications. This position is inside the bargaining unit.

Duties

The incumbent analyzes issues and provides recommendations to statutory, regulatory, administrative, and programmatic requirements involving unusual, high profile, or complex situations, or in situations where there has been no precedent experience and actions. Advise management and senior leadership regarding contracts to include pre-award acquisition requirements, award costs, modification needs, and surveillance activities. views and approves invoices, progress reports, and deliverables for accuracy. Coordinates, communicates, and ensures cooperation among the contractor, CO, and associated Government personnel, for the purpose of anticipating and resolving challenges, and ensuring satisfactory completion of the contract. Maintains an appropriate relationship with the contractor in the interest of procurement integrity as well as sound contract management. Provides technical assistance in the contracts areas by reviewing activities, answering questions or offering solutions to problems encountered during market research, source selection, negotiation or administration of contracts Develops and submits timely procurement requests to the CO, in accordance with applicable procurement guidelines. At the request of the CO, evaluates proposals for and participates in negotiations of changes, modifications, and claims. Coordinates and advises on contractor performance in relation to matters such as labor hours, staffing, burn rate, billing, and compliance to government regulations. Serves as primary technical advisor responsible for providing oversight and management of OA contracts. Critically reviews all aspects of OA procurement and contract processes. Analyzes and evaluates contract performance and makes recommendations for revisions as projects proceed through the acquisition life cycle.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Subject to financial disclosure requirements.

Qualifications

Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. Specialized experience must include all of the following: Experience managing contract procurement processes and managing contracts and contract programs; Experience developing, drafting, and executing contract acquisition opportunities, Requests for Proposals (RFPs), policy guidance, or technical assistance; Experience with employment and training performance systems and government acquisition systems and processes for contracts, including Acquisition Management Systems and Financial Management Systems; and, Experience in Registered Apprenticeship program management analysis principles, practices, and techniques, and in depth knowledge of objectives for the National Apprenticeship System.
