Serves as the Administrative Officer for the Chaplain Service at the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. Chaplain Service encompasses broad administrative and program assistance which includes faith traditions and religions of all denominations. They will perform independent analytical and evaluative work associated with the administrative activities of Chaplain Service, to include workload statistics, QM chart reviews, and staffing coverage on a daily basis.
Duties
Duties include, but may not be limited to the following:
All aspects of administrative support, program management support, and daily clerical support for the Chaplain Service
Provide the Chief of Chaplain Service with managerial recommendations and advice
Evaluate, analyze, and offer suggestions for the Service's efficient management
Identifies issues with current programs and suggests workable fixes
The first person a veteran, a family member, or a staff member will speak to and accepts calls for the service as well as the service Chief
Aiding veteran patients, their families, and staff members when a chaplain is not present, the incumbent gives extra regard to the patient's emotional and spiritual needs
Determine the daily workload for chaplains and residents, independently evaluate the daily spiritual evaluation list, surgery schedule, consultations, and staff workload
Keep track of consults (inpatient, outpatient, palliative care, and mental health), making sure they are finished on schedule, and will alert chaplains of any necessary follow-up
Ensure adequate chaplain coverage, assign/prepare the chaplain service duty schedule and chaplain service on-call schedule
Instrumental in developing, formulate, present, execute and analyze the Chaplain Service budget
Represent the Chief in meetings when the chief is not available
Be responsible for the Chaplain Service Fund Control Point and General Post Funds, ensuring that needed supplies, materials, equipment and services are available for staff and patient needs on a routine basis
Sets up and maintains systems to control purchasing and use of supplies, tracks all purchases and contracts, project future needs and cost savings
Be well-versed in both encounters and CPRS (Computerized Patient Record System)
Provide chaplain staff, CPE residents, and interns with CPRS and Event Capture training. Six CPE residents and four to six CPE interns regularly work for Chaplain Service.
Works closely with chaplains to thoroughly train in the usage of CPRS, Encounters, VISTA, TMS, and other systems, especially new chaplains and CPE students
Provides the Clinical Pastoral Education (CPE) Supervisor with administrative and organizational support, meet with the CPE supervisor to discuss the program's efficacy
Meet the goals of the student and provide patient coverage by collaborating with the CPE supervisor on CPE resident and intern unit covering assignments
Performs other related duties as assigned

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing independent analytical and evaluative work associated with the administrative activities, to include workload statistics, QM chart reviews, and staffing coverage on a daily basis. Responsible for the administrative and program operations of educational programs, and the administrative operations of the following areas: Fiscal, budget, purchases and contracts, human resources, payroll, and staff scheduling. Serves as the Service's Automated Data Processing Application Coordinator (ADPAC) Representative, Safety Coordinator, TMS Administrator, PIV Representative, Travel Coordinator and Safety Representative. Plans and coordinates various Service functions and subsequent reviews.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or L.L.B. if related from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of a Administrative Officer GS-09. Note: You must submit a copy of your transcript with your application.

Combination: You may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and successfully completed education beyond the first year of graduate level education to meet the total experience and education requirement. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
