You will serve as a Explosive Safety Specialist in the Infrastructure Division of the Corporate Operations Department within Naval Undersea Warfare Center (NUWC) Division, Keyport, Washington (NAVUNSEAWARCENDIV KEYPORT WA).

Duties

You will be designed and act as the Program Manager for the administration and compliance oversight of the Navy personnel Ammunition and Explosives (AE) Handling Qualification and Certification (QUAL/CERT) Programs. You will serve as the evaluator and technical advisor to military and civilian QUAL/CERT Boards on matters that could affect program compliance and principle advisor to the Safety Director and Explosives Safety Officer. You will develop, maintain, and administer policy for Command QUAL/CERT Program. You will plan, schedule, and conduct scheduled and unscheduled inspections and surveys of the QUAL/CERT Program. You will document deficiencies in the Corrective Action Preventative Action (CAPA) database and assign applicable QUAL/CERT Program Board/Members. You will track the progress of assigned CAPA and conduct verification when closed out. You will plan, schedule, and conduct individual training sessions for each of the QUAL/CERT Boards at Naval Undersea Warfare Center, Division Keyport. You will maintain current knowledge relative to technical areas of explosive safety through evaluation of technical reports, professional journals, conferences, meetings, symposiums, and consultation of responsible officials. You will investigate explosive safety mishaps and gather facts relevant to the incident, generate reports and lessons learned, which identify causal factors and corrective action to ensure no reoccurrences in the future. You will prepare the final corporate report of investigations when required. You will manage one or more ancillary safety programs and have responsibility for establishing, managing, overseeing, auditing, and evaluating the safety program(s) to ensure compliance with Federal Regulations and Navy policy. You will analyze work practices and techniques, production processes, tooling, and equipment, and work environments for risk factors and coordinates with production Departments to comply with program requirements.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Administering and evaluating an explosives safety program involving protection of personnel and property from the inherent dangers of munitions, explosives, and energetic materials. Examples of qualifying experience: identifying, eliminating, or reducing hazards to mitigate risk; and manage receipt, storage, handling, transportation and use of ammunition and explosives.
