You will serve as the designated Explosives Safety Officer (ESO) in the Corporate Operations Department, Infrastructure Division of Naval Undersea Warfare Center, Division Keyport, WA (NAVUNSEAWARCENDIV KEYPORT WA).

Duties

You will provide direct oversight compliance of the OPNAV mandated Explosives Safety Program. You will develop, implement, administer and direct the activities of the explosives safety program and serve as the command's representative and point of contact for explosives safety inspections (ESIs) and technical assist visits (TAVs). You will assist Hazards of Electromagnetic Radiation to Ordnance (HERO) Officers and Frequency Managers in preparing and maintaining the command's HERO Bill and scheduling the HERO Survey. You will plan alternative courses of action to resolve hazardous conditions and unsafe working practices. You will modify and extend accepted principles and practices where available precedents are not directly applicable. You will develop and staff, via formal written endorsement, requests for Chief of Naval Operations waivers, exemptions, and Secretarial Certifications. You will provide endorsement for all requested explosives safety event waivers. You will conduct the safety analyses and operational training checks of explosives operating lines as new systems or processes are implemented.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work is performed in areas where potentially harmful equipment, hazardous materials, explosives, noise, and inclement weather are present.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating explosives safety program management (e.g., operations, compliance oversight, leadership briefings) to support the planning, development, training, and implementation of procedures/guidelines to resolve hazardous conditions and operations.
