The primary purpose of this position AIR OPERATIONS SPECIALIST, GS-2150-11 is to perform duties as the Chief, Controller to direct the daily activities of the air terminal complex involving cargo/passenger processing, documentation, temporary storage & movement; loading & unloading of passengers, cargo, for transport by commercial contract charter and military aircraft.
Duties
Responsible for managing and directing operational activities of military and civilians who perform information control, load planning and ramp controller duties pertinent to air terminal internal control and mission support of originating, transiting arid terminating aircraft.
Make recommendations and directs aerial port sections concerning actions to be taken to resolve problems in cargo/passenger payload adjustments, precedence of movement, compatibility of cargo and passengers, etc.
Coordinate with agencies outside of the Department of Defense- Department of Agriculture, State of Utah, U.S. Department of Homeland Security, as their requirements interface with AFMC and AMC sponsored aircraft handling requirements.
Coordinate with Deployment Control Center, Transient Alert, Base Operations and various other subordinate, lateral and higher level agencies during normal activities in order to provide, obtain, verify and/or act upon operationally vital data.
Responsible for assisting in the activation of the Unit Control Center, preparing checklists and operating instructions required to provide an orderly response to any disaster/readiness situation.

- PHYSICAL: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.
- Required to work uncommon and changing tours of duty to provide 24 hours; 7 day per week coverage.
- Considerable tact, sound judgment and mental stability are requisites to performing duties efficiently, under pressure of heavy workloads, multiple operations, late changing requirements _etc.
- Decisions must be made without hesitation or benefit of complete information. Must draw heavily on experience factors.
- Provides back-up support to Superintendent, Air Terminal Operations Center, ensuring coordination of activities with outside agencies interfacing with the processes of the air terminal complex.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions to include the Individual Occupational Requirements (IOR) for the GS-2150 Transportation Operations Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
OR
EDUCATION: Successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Major study must have been in: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Education in excess of 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Major study must have been in: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Overall knowledge of agency Department of Defense Transportation System and aerial port functions.
Knowledge of transport aircraft and related load characteristics
Knowledge of hazardous and/or explosive cargo movement procedures and compatibility.
Ability to read, comprehend and use instructions, Department of Defense/Department of Transportation regulations and instructions, and other publications.
Ability to recognize and deter events that can lead to aircraft departure delays and/or safety incidents and prevent them.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: On occasion, must physically check cargo shipments or projects that necessitate climbing stairs, inspecting interior and exterior storage areas and all types of cargo/passenger aircraft. Heavy lifting and carrying is expected along with crawling, kneeling and extended walking periods.
WORKING ENVIRONMENT: Work is primarily in an office environment. Normal safety precautions and OSHA regulatory requirements apply. Incumbent is subject to frequent work on the flight line with some exposure to prevailing weather conditions to include excessive heat, cold, dusty and dry environments, as well as the noise and safety hazards associated with operational aircraft, materials handling equipment, explosives and other hazardous materials.
