The primary purpose of this position is to AIRFIELD MANAGEMENT SPECIALIST, GS-2150-09 is to serve as an Airfield Management Specialist, providing support to aircrew as an integral part of our nation's air traffic control system. Responsible for airfield operations include airfield inspections and checks, assisting aircrew, furnishing pre-flight, and post-flight info.

Duties

Oversee maintenance and operation of the airfield to ensure compliance with all applicable AFI/FAA instructions and all safety regulations. Inspect airfield daily for flying safety hazards to include material that may cause foreign object damage, violations of airfield clearance criteria and hazards. Provide all necessary information required by pilots to safely complete their intended flight and assist them in making preflight decisions and calculations where required. Provide preflight and in-flight support to aircrews from all over the world, responsible for providing local airport advisory service when required. Responsible for providing local airport advisory service when required. Relays airfield conditions, advisories, instructions and remarks to aircraft.

  • This is a Key Position. Incumbents must be removed from their military recall status if alternatives for filing the position during an emergency are not available.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-2150, Airfield Management Specialist (Transportation Operations Series). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Must also have knowledge of airfield operations and flight planning principles, practices, procedures and regulations governing airfield management, airfield conditions and safety factors for imposing restrictions to aircraft operations and issuance of notices, and an understanding of terms used in systems to preclude pilot misunderstanding or airspace violations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Major study was in - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a 1 full year of graduate level education in a major study of - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position may be used to qualify applicants for the GS-09 level. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge to select pertinent information from the data available and impart it in a comprehensible manner to the pilot. 2. Knowledge of DOD, USAF, Federal Aviation Administration (FAA), and International Civil Aviation (ICAO) rules, laws, regulations, instructions, and directives as they pertain to airfield planning and aircraft operations. 3. Knowledge of DOD, FAA, and ICAO flight planning requirements which, together with flight computations, permits technical review and AISR computer acceptance of proposed flight plans or flight plan changes. 4. Knowledge of weather and its affect on flying operations including forecast weather that could threaten safe aircraft operations and issuance of NOTAMs. 5. Knowledge and understanding of terms used in the air traffic control system to preclude pilot misunderstanding or airspace violations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work requires some lifting and carrying of 25 pounds and over with assistance is required in handling flight publications, BASH equipment. Incumbent may be required to work rotating duty assignment plus weekends/federal holidays with periods of high mental stress. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL. WORK ENVIRONMENT: The incumbent works in Airfield Managements Operations but is often required to go outside to inspect the airfield using Airfield Management Operations vehicles. Inspects the runway and arresting gear systems after an emergency. During serves weather, inspects the airfield and determines the runway conditions. Acts as safety monitor for runway snow removal crew/airfield contractors as required. Work involves moderate risks that requires special safety precautions for noise, munitions, and moving aircraft. This position has been designated as Key. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Key duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a Key position and requires that the incumbent, or the designated alternate, be removed from military recall status.
