You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (NETWORK SERVICES) in the Command/Control and Intelligence (C2I) Branch, Code 281, Combat Systems (Electronics) Division Code 280, Chief Engineer Code 200A, Engineering Department Code 200, of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will plan work to be accomplished, set and adjust short-term priorities, and prepare work completion schedules. You will develop and evaluate subordinate employees' performance standards. You will give subordinate employee feedback, advice, counsel, and instruction on work and administrative matters. You will establish and maintain metrics and measures that are aligned in support of command, department, division and branch initiatives and goals. You will communicates and collaborate with the Navy's technical warrant holders (TWH), ship design managers (SDM) and in service engineering agents (ISEAs) on technical matters involving the naval systems under his/her cognizance. You will oversees the work of MARMC and develop, interpret policies, procedures, and strategies governing the planning and delivery of IT (Network Services) throughout the Fleet. You will provide expert technical advice, guidance, and recommendations to ships force, and other technical specialist on critical Fleet Technical Assistance (FTA) issues. You will apply new developments to previously unsolvable problem, and make decisions or recommendations to ships force that influence important IT (Network Services) systems.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain a U.S. Passport.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for Network Services proficiency level Intermediate within 12 months of appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying, advanced IT (Network Services) principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing planning and delivery of FTA services throughout the Fleet. Experience providing engineering, technical, and logistics support to accomplish assigned Fleet maintenance and modernization tasks. Experience organizing, directing, and supervising a varied workforce composed of Information Technology Management Specialist and contractors. Experience applying military/civilian regulations, policies, and federal regulations governing personnel practices, travel, security, funds administration, federal acquisition regulations, and modernization and procurement policies. Experience identifying employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance. Experience drafting and issuing reports addressing technical issues or concerns regarding branch assigned systems to proactively promote improvements. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
