Duties
Typical work assignments include:
Maintains overall control of the official's schedule. Independently determines which matters to handle personally and which ones to refer to other management officials. Exercises good judgment in scheduling interviews, meetings and conferences to be attended by the official.
Conducts management surveys and research projects and provides advisory services on substantive management issues of complex scope and impact to assess the effectiveness of program operations. Analyzes and evaluates quantitative or qualitative effectiveness of line program operations in meeting established goals and objectives.
Conducts special studies of program functions and work processes, i.e., performing cost
benefit or economic evaluations of current or projected programs. Provides technical
assistance and guidance in the areas of program effectiveness and efficiency.
Formulates evaluation proposals that include the goals and scope of proposed projects. Takes part in preparing individual evaluation plans. Actively participates in the initial analysis of team findings. Requests data, participates in consolidating reports, and prepares sections of a summary reports.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You qualify for the GS-0301-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Experience analyzing, reviewing and evaluating established procedures, to determine if existing procedures are effective and efficient and assist in the development of new practices and procedures to meet new, changed or special needs and situations.
Experience using various techniques, methods and procedures for analyzing projects and programs that have an impact on the office director's office.
Preparing written reports based on analysis and research of data and appropriate to the activity or program studied.
You qualify for the GS-0301-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Developing and analyzing internal administrative policies and procedures of the office through independent reviews, coordination with internal and external components, preparation of special reports, and extensive research and analysis.
Experience using various techniques, methods and procedures for analyzing projects and programs that have an impact on the office director's office.
Preparing written reports based on analysis and research of data that are appropriate to the activity or program studied.
Experience communicating with senior level officials effectively orally and written to coordinate and manage administrative studies and programs.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
