This position is located in the United States Department of Agriculture (USDA), Office of the Secretary (OSEC), Office of the Executive Secretariat (OES). The Supervisory Administrative Analyst provides management, supervision, and direction for the day-to-day activities of OES including all aspects of executive correspondence and executive and administrative management.

Duties

Plans, develops, and directs activities vital to the high administrative functions of OSEC to ensure the delivery of a quality product and to meet executive correspondence response deadlines. Conducts analytical or team studies to improve workflow processes, eliminate unnecessary tasks, and recommend ways to improve the overall effectiveness and efficiency of OES program operations. Leads a team to complete a wide variety of essential administrative functions, data management, document control, and guidance review or preparation for OES. Observes and critiques workers’ performance and provides quarterly feedback and performance evaluations. Prepares, edits, processes, and finalizes the most complex of all executive correspondence/content for the Secretary and Deputy Secretary of Agriculture. Completes high priority assignments, broad studies, and quality reviews on a wide variety of sensitive and confidential matters. Establishes new or revised guidelines and criteria, interprets ambiguous policy and guidance; develops new program and policy requirements. Advises on the best course of action to make changes in policies or practices; and exercises intuitive judgment on what is likely to produce success in policymaking and strategic planning. Implements changes to OES policies and practices on writing, document workflows, employee training, automation requirements, and other key steps in document processing.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below. Specialized Experience: At the GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Administrative Analyst. For this position, the specialized experience includes all of the following: Providing leadership to a team to accomplish administrative functions; and Evaluating a variety of program issues and proposing resolutions; and Recommending changes on administrative policies and procedures to improve operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no education substitution for the GS-13 grade level.
