The Executive Assistant position is within the Veterans Benefits Administration (VBA) Office of Mission Support (OMS). The Executive Assistant oversees functions of policy development and procedures for VBA activities in the areas of operations, safety, security, emergency preparedness, facilities management, environmental management, Privacy Act, FOIA, fleet management, mail and forms management, WARMS, web management, EIL, acquisitions, custody and movement of Veterans' records and claims.

Duties

Responsible for the coordination of administrative activities and providing technical support to the Executive Director and Deputy Executive Director, and Associate Deputy Director on guidance and instructions regarding objectives, policies, procedures, problem resolution and coordination of administrative activities. Manages and directs administrative workflow. Maintains and coordinates the assignment of actions based on the functions of each team; initiates actions to meet internal and external suspense actions; tracks progress of such actions; and ensures full coordination of replies and organization positions. Ensures program management plans, reports and reviews are developed, coordinated, and distributed in a timely manner and to a quality standard. Develops detailed responses, outlines, talking points, briefings, or position papers on behalf of the Deputy Executive Director or other VBA front office regarding organizational issues to ensure VBA's position is in line with Agency and Federal policies. Supports the Associate Deputy Director leadership by responding to inquiries and data requests. Serves as OMS's primary point of contact for responding to and/or coordinating responses to OMS wide initiatives, requirements, and request for information. Gathers background material and develops speeches on a wide range of subjects for OMS to present to VA, service organizations and other stakeholders. Develops correspondence on behalf of the Deputy Executive Director and may provide alternate support to the Executive Director that communicate intent on key issues. Develops and maintains briefings and papers that articulate the vision and direction; and provides analysis of and recommendations on vision and strategic guidance on a variety of topics at the direction of the executive or senior leadership. Maintains favorable relations with all other internal and external organizations interested in VBA processes, services, and benefits. Acts for the Deputy Executive Director in meetings and on task forces, working groups, and a wide range of matters other than those requiring specific, senior management engagement. Evaluates short-and long-range planning, recommends and participates in developing strategies for implementing planning for OMS. Participates in the development and documentation of short- and long-range planning efforts. Reviews short- and long-range plans, resource projections, priorities, justifications, etc. Provides guidance and assistance to internal and external stakeholders in matters of management practices and procedures related to personnel administration and management, office program planning, monitoring training effectiveness, and administrative and support services. Prepares and coordinates official travel itineraries and vouchers for the Deputy Executive Director on all travel arrangements. Ensures travel documents and vouchers are accurate, submitted timely within the Financial Support Center travel regulations and guidelines within authorized and approved systems. Provides requested information for auditing purposes. Coordinates day-to-day calendar management and activities with the Deputy Executive Director. Manages the day-to-day operations of the Deputy Executive Director for support and concurrence of the Deputy Executive Director, Executive Director, Associate Deputy Director, and the Director of Executive Management Operations in assigned areas and on specified projects. Promotion Potential: GS-11, GS-12, GS-13, GS-14. The GS-14 is the full potential grade-level. Work Schedule: Full time, Monday through Friday, 8 am - 4 pm Compressed/Flexible: At discretion of agency. Telework: At discretion of agency. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet Recent Graduate Eligibility and Minimum Qualifications requirements by the closing date of this announcement:11/14/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-09 position you must have served 52 weeks at the GS-07 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: Specialized Experience at the GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Experience with Microsoft Office (Outlook, Excel, Word, PowerPoint). Experience with schedule management and prioritizing tasks. Experience drafting written correspondence and responding to various Stakeholders. OR Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts.
