Duties
The incumbent serves as an Human Resources Specialist (Advanced Trainee) performing a variety of personnel operations and program support work within the Human Resources Section participating in providing human resources management services to employees and managers throughout the USAO-DC. Assignments involve processing personnel actions for a variety of clerical, technical and mid-level specialist positions that are typical of USAO-DC and in addition, include limited attorney support involving excepted service positions whose pay, and other conditions of employment are determined administratively. This is a career ladder of an identical additional (IA) position with promotion potential and the incumbent reports to the Supervisory HR Specialist.
Typical work assignments will include working with the Supervisory HR Specialist and other senior HR Specialists in the following areas:
Participating in informing employees regarding CSRS/FERS and Thrift Savings Plan (TSP eligibility, benefits, and program features.
Providing advice and assistance to employees on employee benefits such as, health and life insurance, dental and eye care insurance, retirement benefits and processing, and Workers' Injury and Compensation.
Reviewing, assisting, and processing changes in health benefits, providing guidance and advice to employees requiring changes to health insurance for life event changes, such as marriage, birth of a child, adoptions, etc...; also providing guidance and advice regarding life insurance enrollments, changes, and calculations.
Serving in a backup role as liaison for health benefits, including the annual "Health Benefits Open Season", which enables employees to change health benefit coverage and also serving as the backup liaison for coordinating life insurance elections, and participating in any federal-wide life insurance open season, which allows life insurance enrollments and/or increases.
Participating in reviewing and processing all necessary paperwork for employees who are resigning, being reassigned, or transferring from the agency; ensuring that all forms are completed properly; and in case of resignations, transfers, or reassignments, forwarding appropriate personnel information to the new employment office.
Assisting in the preparation of death benefits packages and entering data into the automated personnel actions processing systems.
Providing support in resolving problems related to the payroll processing of elected benefit enrollment, problems and issues which may arise when processing benefits enrollments, election changes with the appropriate personnel/payroll personnel staff.
Assisting the senior HR Specialist in administering the Workers' Injury and Compensation Benefits Program and assists employees in filing claims for benefits or in resolving disputed claims with appropriate individuals.
Working closely with HR Assistants to update a number of programs, databases, and spreadsheets in that they consistently reflect accurate and up-to-date information; and keeps supervisors advised of issues encountered.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

Qualifications
QUALIFICATIONS: To be found qualified at the GS-7 level you must possess one year of specialized experience equivalent to the GS-5 level in the Federal Service OR 1 full year of graduate level education or superior academic achievement.
Specialized experience: is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. Examples of specialized experience are defined as experience performing human resources work which demonstrates a basic knowledge of utilizing personnel guidance, regulation manuals, and policies to prepare personnel documents and/or HR related correspondence and emails; using automated databases to enter and update information and generating reports to be used by managers to make division/sections decisions, i.e., reorganization and budget decisions; writing requests for information, summary of findings; communicating with employees and the public to provide assistance with HR related questions and/or concerns; communicating with managers and supervisors to provide status updates.

Education: one full year of graduate level education. Education at the graduate level must have be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Superior Academic Achievement: Possess a Bachelor's Degree AND possess at least one of the following criteria: class standing in the upper third of the graduating class; an overall GPA of 3.0 OR at least a 3.0 based on courses completed during the final two years of my curriculum; a GPA of at least 3.5 based on the average of required courses completed in my major field OR based on the average of required courses completed during the final two years of my curriculum; OR election to membership in a national scholastic honor society.

Combining Education and Experience: a combination of specialized experience and education which when combined equal 100% of the requirements. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
