Duties

WHO IS THE OFFICE OF CHIEF COUNSEL, FINANCE & MANAGEMENT (HUMAN RESOURCES DIVISION)? The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. The Human Resources Division is within the ACC (F&M) and is committed to excellent customer service and to fairly and equitably identify and employ innovative recruitment, retention, and professional development programs and services in the areas of staffing, classification, payroll, and benefits. As a Human Resources Assistant (Office Automation) in Employee Benefits, you will: Compute or assist employee/supervisors in completing paperwork associated with employee benefits; Process claims forms or applications for health benefits, life insurance and thrift savings plan; Counsel employees and managers/supervisors on employee benefits and employee groups when changes occur in the status of entitlements; Assist with conducting orientation and training sessions for new employees on all aspects of employee benefits (health insurance and life insurance; Use personnel computer, word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve and print a variety of documents; produce correspondence, memoranda, directives, forms reports; create or maintain spreadsheets or databases, etc.; This is not an all-inclusive list. To qualify for this position of Human Resources Assistant (Office Automation) you must meet the qualification requirements listed below by the closing of this announcement: Basic Requirement for Human Resources Assistant (OA): Office Automation Skills: This position requires office automation skills. Some examples of office automation software include electronic spreadsheets, database management, desktop publishing, electronic calendar, and electronic mail. For GS-05: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Providing information to managers and employees on various personnel or office issues (e.g., salary, recruitment efforts, office police and procedures, etc.); and 2) Utilizing office automation and various program applications in order to research information and resolve issues; and 3) Maintaining files and/or employee records or other personnel items. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education Substitution: You may substitute education for specialized experience as follows: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions. For GS-06: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Providing information to managers and employees on various human resources issues (e.g., employee benefits, staffing, recruitment, position classification, etc.); and 2) Utilizing office automation and various program applications in order to research information and resolve HR issues; and 3) Maintaining files and/or employee records, position descriptions, or other HR items; and 4) Utilizing personnel and/or payroll systems to affect a variety of personnel and/or pay action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). For GS-07: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Providing information to managers and employees on various human resources issues (e.g., employee benefits, staffing, recruitment, position classification, etc.); and 2) Utilizing office automation and various program applications in order to research information and resolve HR issues; and 3) Maintaining files and/or employee records, position descriptions, or other HR items; and 4) Utilizing personnel and/or payroll systems to affect a variety of personnel and/or pay actions; and 5) Using a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in HR files/documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). NOTE: If qualifying based on education, your transcripts will be required as part of your application package. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-06: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). Time in Grade Requirement for GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
