The Defense Human Resources Activity's (DHRA) mission is to provide program support, information management, and administrative services to the Department of Defense (DoD) Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.
Duties
As a STAFF ADVISOR (BUSINESS OPERATIONS) at the GS-0301-13/14 some of your typical work assignments may include:
Serving as a Staff Advisor within DMDC and responsible for leading policy development and compliance activities for the organization's identity management and credentialing mission.
Exercising delegated responsibility to plan, develop and promulgate broad policy supporting the identification, authentication, and verification of the identities of members of the Uniformed Services, DoD civilians, and other eligible individuals (e.g. family members, retirees, etc.) related to the issuance of identity credentials.
Conducting reviews in coordination with the Military Services and impacted Executive Branch agencies to determine the adequacy of present directives, regulations, and laws pertinent to the issuance of identity credentials and operational policy related to DMDC's identity and credentialing mission.]
Working independently or in close collaboration with the Department's Identity Credential, and Access Management (ICAM) governance structure, Principal Staff Assistants, Joint Staff, and the DoD Components in the development and advancement of coordinated, cross-functional policies, administrative laws and procedures required in support of the Department's identity mission, as well as compliance with HSPD-12 interoperability requirements.
Developing and promulgating policy for the issuance of identity credentials to active duty, Guard and Reserve, and retired members of the Uniformed Services, their family members, and DoD civilian personnel.
Performing detailed review, analysis, and evaluation of programs, functions, and policy related to the effective development of smart card technology.
Collaborating with Congressional staff, Department of State, and other Federal agencies on policy issues related to the implementation of smart card technology.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Authorizing the principles and practices of identity management for the issuance of identity credentials to members of the Uniformed Services, both active and Reserve components, retirees, family members, DoD/Federal civilian employees and contractors;
Verifying the administrative laws, policies, regulations, and precedents for the management of identities within an agency and determining the adequacy of present directives, regulations, and laws of identity credentials and operational policy;
Managing with a diverse group of program managers, congressional staffers, legal experts, and personnel policy experts to design and implement identity management policies;
Overseeing agency compliance with Homeland Security Presidential Directive (HSPD)-12 interoperability requirements.
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS -12 grade level in the Federal service:
Administering the principles and practices of identity management for the issuance of identity credentials to members of the Uniformed Services, both active and Reserve components, retirees, family members, DoD/Federal civilian employees and contractors;
Reviewing the administrative laws, policies, regulations, and precedents for the management of identities within an agency and determining the adequacy of present directives, regulations, and laws of identity credentials and operational policy;
Coordinates with a diverse group of program managers, congressional staffers, legal experts, and personnel policy experts to design and implement identity management policies;
Assessing agency compliance with Homeland Security Presidential Directive (HSPD)-12 interoperability requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
