Duties

The Deputy Director, DFM assists the Division Director in planning, developing, and implementing nationwide health, safety, and security, regulatory activities and environmental responsibilities associated with spent nuclear fuel storage and transportation, nuclear material transportation packaging certification, the licensing, certification, and inspection of nuclear fuel cycle facilities, nuclear material control and accounting, and international safeguards.   Duties may include, but are not limited to:

Qualifications

You must have substantial supervisory or leadership experience which demonstrates the ability to successfully carry out the roles and responsibilities described above, typically evidenced by experience in progressively more responsible supervisory or leadership positions. To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed below. Applicants who do not meet or do not demonstrate possession of the ECQs and PTQs in their application will be eliminated from further consideration. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of….) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.). Demonstrated experience, knowledge, and understanding of scientific and engineering disciplines sufficient to assess significant safety and security issues, and to set strategic direction for licensing, oversight, nuclear security and safeguards topics. PTQ 2 – Demonstrated experience with licensing, rulemaking, oversight programs, and policy development methods, including the ability to evaluate, develop, coordinate, and administer programs with interdisciplinary implications.  Broad knowledge and demonstrated ability to apply nuclear safety and standards, regulations, inspections, codes, and guides to ensure that the design, construction, and operation of nuclear facilities and the use of nuclear materials, will not endanger the health and safety of the public or environment. Substantial knowledge and understanding of national nuclear policy, the regulatory program and process, and the regulated industry, as well as a sound understanding of agency interactions with diverse stakeholders and partners (e.g. Tribal Nations, State and local government). Recognized expertise in leading complex analyses and weighing qualitative and quantitative risk insights to establish agency positions.
