The incumbent serves as a phlebotomist in the clinical laboratory, bone marrow assistant for the clinician and specimen receiving and processing technician. The incumbent is to report to the Supervisory Medical Technologist, Phlebotomy Supervisor located in the Pathology and Laboratory Medicine Service. The service offers phlebotomy service Monday through Friday, weekends and holidays. The Specimen Receiving area is open Monday - Friday from 7:00 AM-4:00 PM and is closed holidays and weekends.
Duties
The specific duties of the Lead Medical Technician include but are not limited to the following:
Phlebotomy, Specimen Receiving and Processing: 50%
Perform venipuncture procedures and blood culture collection utilizing sterile field techniques during ward rounds at specified times. Venipuncture procedures performed on the wards involve drawing blood from a patient in various states, such as the comatose, disabled, sedated, patients in traction, who may have possible other complicating conditions. Difficult draws and use of specialized collection techniques are a common occurrence.
Perform venipuncture procedures in blood drawing station. Patients drawn in the blood drawing station may be a less difficult draw, but may involve patients that are irritable, scared and in various states of mind due to age, medication or drugs.
Maintain supplies for blood culture collection, on blood drawing trays and in blood drawing area, and on bone marrow carts. This includes the pickup of new sterile material from SPD and the return of used material to SPD for proper sterilization and repackaging.
Maintain a clean and organized work area.
Responsible for ensuring precise identification of patients by following designated three tier identification protocol.
Responsible for patient care activities for adult and geriatric patients. He/she is responsible for understanding the aging process and to accommodate these changes.
Builds a professional rapport with patients so that service of can be provided in a friendly and compassionate manner.
Utilizes the VISTA/CPRS computer system to build blood drawing collection list and enters patient data into the VISTA computer system.
Informed about infectious diseases and proper protocol for handling potentially infectious material.
Ability to identify adverse reactions to venipuncture procedures. Possible adverse reactions include, but are not limited to the following: dizziness, nausea and hematomas.
Aware of proper procedures to be followed in case of incidents of fainting and convulsions and blood drawing related inquires.
Receives and appropriately handles urine specimens collected at the time blood is drawn.
Attends training and educational seminars as needed.
Completes computerized educational modules as assigned.
Demonstrates an understanding of disabilities and able to recognize the special needs of the disabled about venipuncture such as mobility, speech or hearing impairment.
Performs other duties as assigned by the supervisor.
Assures proper handling and fixation of bone marrow specimens, preparation of slides and coverslips using a pull slide technique.
Assures proper labeling of requisitions and labels.
Ascertains information from physician to establish necessary preparatory material for all test requests.
Understands the purpose and hazards of solutions and materials used during bone marrow procedures.
Ascertains information from patient pertinent to procedures.
Explains procedures to patients and answers questions pertaining to procedure.
Use of a sphygmomanometer.
Informs patients of potential risks involved in certain procedures.
Ensures test results are transmitted to appropriate physician or clinic.
Enters patient data into the DHCP/VISTA computer system.
Responsible for accessioning specimens received for clinical laboratory analysis. Criteria for acceptability must be met, or actions taken to correct the unacceptability of the specimen.
This requires knowledge of CAP, JCAHO and other regulatory agencies' criteria on specimen acceptability.
Delivers specimens received for all sections of the laboratory.
Adds and deletes tests from existing accessions as necessary. Prints labels for specimen identification.
Answers inquiries from physician, nurses and other hospital staff regarding specimen requirements, status of tests in progress, turn-around-times, and test results. This requires knowledge of test requirements, test description, methodologies, and reference ranges, and the ability to disseminate the information in a courteous, professional manner.
Organizes and accessions research and CBOC (off-site location) specimens.
Responsible for responding to accessioning and specimen related research and CBOC inquiries.
Troubleshoots problem specimens in the clinical and reference testing criteria. This contact will involve advising hospital personnel and patients as to the proper specimen requirements and procedures for the many complex analytical tests.
Work Schedule: Monday to Friday, 7:30 A.M. - 4:00 P.M., with rotating weekends and holidays. Specifics to be discussed during interview.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. NOTE: You must submit a copy of your most recent personnel action/SF50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have at least a relevant undergrad degree and some graduate education or an internship that meets the specialized experience required.

Physical Requirements: The work requires lifting of greater than 20 lbs., pushing of greater than 100 lbs., long periods of standing, repeated bending and walking long distances.
