The Supervisory Supply Technician Position is for the Medical Supply Distribution(MSD) areas of the Logistics Service in a Veterans Affairs Health System (VHCS) and catchment area.

Duties

As a Supervisory Supply Technician, you will ensure that supplies and material are distributed to all areas serviced by Logistics by directing, supervising and managing the primary inventory point that receives, stores and issues supplies and materials for both clinical and administrative service areas of the medical center. Major Duties and responsibilities include: Plans work to be accomplished by subordinates; sets and adjusts short term priorities, and prepares schedules for completion of work based on priorities. Advises, counsels and instructs employees on work and administrative manners, such as complaints, grievances, etc. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production Provides guidance and evaluates work involving new, complex or unusual situations and those without clear precedence; Oversees management and distribution of all supplies and material in the medical center through subordinates who maintain stock. Monitors expiration dates and rotating stock and ensures critical supplies are monitored, Performs daily inventory, resolves differences in records, distributes items and delivers supplies in a timely manner, and complete specialty cart preparation. Oversees the receipt of supplies and material into the medical center. Ensures supplies are unpacked and properly stored in inventory areas. Analyzes and resolves difficult issues and problems in order to plan effectively and render equitable and reliable decisions. Conducts market research on all new products and ensures they are recorded in the automated inventory system. Ensures availability of recurring supply items which are managed and distributed through the computerized inventory management system. Analyzes management reports in order to manage and control the fund control point limitations and identify trends, correct errors, and resolve problems. Works with members of the vendor and/or contract community, managers, supervisors and other staff throughout the medical center on Logistics issues. Communicates with subordinate staff and other administrative and clinical staff to coordinate and persuade logistics activities on the implementation of policy or procedural changes. Work Schedule: Full-Time, Monday - Friday, 7:00am-3:30pm or 3:00pm-11:30pm. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.In addition to meet the Time in Grade, You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning and coordinating work to be accomplished by other staff; establishing priorities for a department; overseeing the receipt and distribution of supplies and materials for a complex medical center; maintaining stock at inventory locations; monitors expiration dates; ensure supplies are delivered timely; training new employees and answering questions on local processes and procedures; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; and making recommendations on improvement of wok production and quality of work. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. In addition to meeting Specialized Experience the following is required: Selective Placement Factor(s): Selective placement factors are applied in the same manner as minimum qualification requirements. Failure to meet a selective placement factor will result in you not receiving further consideration. In addition to the minimum qualifications described below, you must meet the following selective placement factor: Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending, and lifting of packages(occasionally weighing as much as 50 lbs). Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ lbs) With proper assistance, moves heavier items weighing over 40 lbs.
