About the Position:
The Department of Defense Education Activity (DoDEA) Office of the General Counsel (OGC) facilitates DoDEA's global educational mission by providing high quality and timely legal advice and counsel, effective advocacy, and creative problem-solving. This position serves as an Associate General Counsel for the Procurement & Fiscal Law Division.
Duties
Resolves the most complex issues of law and fact and participates in negotiations and discussions with government contractors.
Provides legal advice and opinions to DoDEA stakeholders, displaying personal initiative in providing sound business advice designed to reach the best value product or service which meets DoDEA's requirements.
Provides legal advice, counsel and recommendations to acquisition officials on specific contractual issues which are likely to result in litigation.
Evaluates, litigates or assists in litigation, to include bid protests, contract claims and disputes and making recommendations on whether to appeal unfavorable decisions.
In the area of fiscal law, incumbent renders expert oral and written advice, guidance, and opinions as to the propriety, legality, desirability and feasibility of proposed actions related to the obligation and expenditure of;
appropriated and non-appropriated funds accounting, programming and budgeting, management, program review and analysis, and other financial activities within the purview of the Activity.
Provides legal advice and guidance and often participates with senior acquisition program managers on laws, regulations, directives and policies related to acquisitions from cradle to grave, including, but not limited to;
acquisition planning activities, requirements reviews, solicitation reviews, source selection activities, award rationale analysis, contract award debriefings, contract administration issues, and contract close out issues.

- This position requires a Tier 3 (T3) investigation. Must be able to obtain and maintain a Secret security clearance.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Experience: You must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
Specialized Experience: To qualify at the GS-14 grade level, applicants must have three years of specialized experience at, or equivalent to, the GS-13 grade level. Examples of specialized experience include:
Knowledge of the relevant acquisition statutes and regulations, including the Competition in Contracting Act, the Federal Acquisition Streamlining Act, the Federal Acquisition Regulation, and the Defense Federal Acquisition Regulation Supplement
Experience providing expert legal and strategic advice for contracting and financial professionals, executives, and other agency officials on a wide array of contract and fiscal law related matters.
Experience advising on Federal grants, including statutory authorities, terms and conditions, evaluation and award, and administration.
Experience training agency personnel in procurement and fiscal law and procurement ethics.
Experience reviewing commercial terms and conditions and agency responses to FOIA requests.
Strong legal research and analysis abilities, including the ability to effectively integrate and synthesize facts and law into legally sound opinions in short timeframes.
Excellent oral and written communication skills.
Provide excellent customer service and exercise sound judgment and decision-making in challenging situations.
Procurement litigation experience to include bid protests before the Government Accountability Office; and
Contract disputes at the Armed Services Board of Contract Appeals, assistance to the Department of Justice in bid protests, contract disputes at the Court of Federal Claims
Bar Membership: You must currently be a member in good standing of the bar of a State, Territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
