Duties
This position provides program management oversight for enterprise architecture, emerging systems, and contemporary systems development and
(contd) enhancements of current systems to include portfolio management control and evaluation activities to meet desired mission outcomes.
Serves as the manager and supervisor of the Identity Credential Access Management (ICAM) Program Management Office (PMO) support team providing management support to their assigned PMO,
(contd) balancing cost, schedule, and performance to ensure delivery of a high quality, affordable, supportable, and effective information system providing end-to-end logistics visibility.
Monitors performance on all contract vehicles; tracks performance measures and metrics and is responsible for notifying contractor when in non-compliance.
Reviews and approves all life cycle products developed for the program by the government, contractor program management staff, and Enterprise Service Provider (ESP).
Monitors the execution of the PMO's budget and spending plan.
Advises the Program Manager on a variety of program issues and makes recommendations.
Manages contracting officers' representative (COR) for all program contracts including the program management support and teaming partner contracts.
Oversees the preparing of independent government cost estimates (IGCE), evaluations of all contractor proposals, and deliverables from a price/contractual perspective.

Qualifications
To qualify for a Supervisory Program Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Manages and Oversees the ICAM Solution (legacy and Greenfield) -Configuration Control Working Group (CCWG) to ensure that all proposed changes to the Configuration Items (CIs) defined for the ICAM is reviewed and give approval/disapproval/deferral for implementation of proposed changes to CIs for ICAM.
Supports enterprise architecture for the ICAM PMO system.
Oversees the creation, modification, and deletion of Department of Defense (DoD) Architecture Framework (DoDAF) artifacts in the DLA Portfolio Management and Architecture Tool Suite (DPATS) system.
Consolidates financial audit reporting for the enterprise ICAM system consisting of Federal Information Systems Controls Audit Manual (FISCAM) audits, Statement of Assurance (SOA) docs, and to include but not limited to Plan of Action and Milestones (POAM).
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.
