This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Medical Center, in Perry Point, MD. The Motor Vehicle Operator (MVO) Leader oversees the scheduling, coordinating, maintaining and dispatching of Motor Vehicle Operators and the use of 278 GSA-leased and Government owned motor pool vehicles.
Duties
The Motor Vehicle Operator Leader is responsible for planning, scheduling and coordinating the work of Motor Vehicle Operators and directing a variety of work operations or functions of such scope, volume and complexity to assure performance of assigned duties.
Ensure employees conduct themselves in a manner that is compliant with the standards of the Facilities and Engineering Service and the Veterans Administration.
Plan the use of workers, equipment, facilities, materials, vehicles, and tools on a daily, weekly, monthly and project-by-project basis as necessary to ensure highest possible efficiency of performance.
Establish and plan work priorities and deadlines.
Prepare budget requests information for the Transportation Section and assist the Supervisory Transportation Specialist with staffing and resource estimates of work as necessary.
Assist in performance ratings, training, recommending disciplinary actions, recommending possible changes in performance standards and the most suitable for vacancies.
Advise and counsel workers.
Assist in investigating grievances and complaints.
Follow established accident reporting procedures.
Perform other duties as assigned.
Work Schedule: Monday - Friday 7am until 3:30pm.

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Qualifications
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to- and essential for- satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.
The Selective Placement Factor for this position is: "Possession of a valid, state-issued Commercial Driver's License Class A with passenger endorsement." Your licensure must be clearly documented within your application materials. DO NOT submit a copy of your driver's license; you will be required to provide proof of licensure if referred for interview.
Physical Requirements and Working Conditions: The employee is required to lift heavy objects while loading and unloading cargo. The motor vehicle operator assists patients in and out of vehicles, securing mobility aids in preparation for transit. The position requires prolonged periods of driving, sometimes in times of traffic congestion, and the operator must be constantly alert and aware of his/her surroundings. Working conditions for this position are hazardous. The operator may be required to drive on steep terrain during periods of inclement weather. The operator is subjected to the stress of driving for long periods of time in heavy traffic conditions. The position requires the employee to be exposed to exhaust fumes and loud noises daily. The operator will also work outside in the elements for periods of time (i.e., rain, snow and ice and extreme heat).
