About the Position: The U.S. Military Entrance Processing Command, headquartered in North Chicago, IL, is a jointly staffed command, staffed by representatives of all branches of the Armed Forces. The command, through its 65 military processing locations (Military Entrance Processing Stations (MEPS)/Remote Processing Stations (RPS)), determines whether applicants are qualified for enlistment based on standards set by each of the services.
This position will be filled on a permanent basis.
Duties
Serves as a United States Military Entrance Processing Command (USMEPCOM) recruiter.
Identifies recruitment and retention barriers and develops recruitment and retention strategies targeted to recruit and retain highly skilled civilian workforce in all staff elements.
Provides applicants with information concerning the various positions open and the unique opportunities available at USMEPCOM.
Develops strategic plans to identify current and future staffing requirements in areas of need and sets appropriate recruitment goals in concert with USMEPCOM staffing needs.
Develops a process for referrals and selections for Direct Hire positions.
Establishes and maintains partnerships with key association, universities, etc.
Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
If filled at the GS-11 level, duties will be performed in a developmental capacity under supervision.

Specialized Experience required at the GS-11: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Assisting to identify recruitment/retention barriers and create strategies to recruit and retain highly skilled civilian workforce; Identifying recruitment strategies to ensure that an adequate base of well-qualified applicants from a variety of sources is available to meet management's needs; Conducting tours and providing basic application information to candidates who make inquiries regarding employment at USMEPCOM; Coordinating with Public Affairs Office to build social media/job board presence. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:
Educational Substitution for Specialized Experience GS-11 Level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources Management or Business Administration.
OR
Combination of Experience and Education Substitution for Specialized Experience for GS-11: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience required at the GS-12:To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Identifying recruitment/retention barriers and create strategies to recruit and retain highly skilled civilian workforce; Developing strategic plans to identify current and future staffing requirements in areas of need; Establishing partnerships with key association, universities, etc., to target general and specific candidates for a career with USMEPCOM; Making policy determinations and recommendations to selecting officials/leaders within the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Time in Grade Requirement (GS-11): Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
