About the Position: The U.S. Military Entrance Processing Command, headquartered in North Chicago, IL, is a jointly staffed command, staffed by representatives of all branches of the Armed Forces. The command, through its 65 military processing locations (Military Entrance Processing Stations (MEPS)/Remote Processing Stations (RPS)), determines whether applicants are qualified for enlistment based on standards set by each of the services. This position will be filled on a permanent basis.

Duties

Provide guidance and assistance to managers and senior leadership on a variety of human resource issues. Assist with developing plans for program development and evaluation for the integrated personnel management program of the command. Coordinate communication with the Civilian Personnel Advisory Center (CPAC) to determine appropriate interpretations of established policies concerning a wide range of human resource topics. Assist in developing short and long range staffing plans to meet forecasted mission requirements. Maintain liaison with higher headquarters on policies and procedures. Coordinate a variety of personnel actions and advise managers in areas such as staffing, recruitment/placement and workforce planning. Develop solutions to complex problems and recommend program and procedural changes. Conduct management studies and/or serve on teams assigned to specific management and human resources reviews. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. If filled at the GS-09 level, duties will be performed in a developmental capacity under supervision.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Educational Substitution for Specialized Experience GS-09 Level: I have at least a master's or equivalent graduate degree, at least two (2) full years of progressively higher-level graduate education leading to such a degree, from an accredited college or university, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management or Business Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education Substitution for Specialized Experience for GS-9: I have some specialized experience, but less than one year; and I have more than one year of graduate level education, but less than two years of graduate-level education as described above. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education more than 18 hours (total semesters hours minus 18) by 18. Add the two percentages. Specialized Experience required at the GS-11: To qualify based on your experience, your resume must clearly describe at least one year of experience which prepared you to do the work in this job. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Educational Substitution for Specialized Experience GS-11 Level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources Management or Business Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education Substitution for Specialized Experience for GS-11: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
