This position is located at Bureau of Engraving and Printing within EMPLOYEE SERVICES DIVISION. As a Human Resources Specialist, you will provide consultative advisory services on a variety of human resources programs and systems to supervisors, managers, Administrative Resource Center (ARC), and other human resources specialists in support of the Bureau of Engraving and Printing's human resources program.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Provide consultation, advice, guidance, and recommendations to managers on areas such as workforce planning, competency gap analysis, designing assessment strategies, and the use of employment flexibilities to attract, recruit, and retain a highly qualified workforce.
Troubleshoot and develop solutions to difficult and complex staffing, recruitment, and retention issues.
Advise management on position management, including succession planning and the appropriate numbers and types of positions required to support the mission of the Bureau of Engraving and Printing.
Assess and advise management on the impact of proposed reorganizations and recommend alternative position management structures.
Develop unusual or imaginative approaches to evaluating and resolving complex, interrelated classification and position management problems.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized Experience for this position includes:
Experience managing Human Resources programs providing staffing and classification services; AND
Experience applying regulations, principles, practices and procedures; AND
Experience assisting managers in monitoring and supporting human resources initiatives.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service.
Specialized Experience for this position includes:
Experience applying regulations, principles, practices and procedures; AND
Experience assisting managers in monitoring and supporting human resources initiatives.
OR
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree;
OR
LL.M., if related; OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-9level for 52 weeks.
