The primary purpose of this position is: To implement and administer the personnel security program for the installation. The employee provides security expertise in a wide variety of security management functions required by Presidential Executive Order, Department of Defense (DoD) and Air Force (AF) Security Program instructions.

Duties

Serves as the technical authority for the Wing personnel security program. Enforces all operational, functional, and mission assurance aspects of the program to include the establishment and maintenance of Security Information Files (SIFs). Serves as the advisor to the Chief of Information Protection and Wing commanders (CC/CV) on the full spectrum of personnel security matters across the Wing and all subordinate organizations. Implements and administers Wing Personnel Security investigations/adjudication systems for case management. Establishes wing procedures for processing requests for National Security investigations for military and civilian personnel. Responsible for providing assistance to the Industrial and Information Security Specialists, as well as the Chief, Information Protection.

• This is a Mission Essential (ME) position performing a Mission Critical Function (NCF) which must continue uninterrupted after the after the occurrence of an emergency and continued through full resumption of all function, IAW DoDI 3020-42.
• Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes enforces all operational, functional, and mission assurance aspects of the program to include the establishment and maintenance of Security Information Files (SIFs). Formulates program goals, plans, policy implementation guidelines, procedures and work plans dealing with the development and operation of wing-wide personnel security program and activities. OR EDUCATION: I have successfully completed Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Security Administration. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security concepts, principles and practices to review, independently analyze and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials and develop guidance for applying security policy, procedures, techniques, equipment and methods to a variety levels or degrees of security controls. 2. Knowledge of a broad range of security program relationships and proficiency in information, personnel and industrial security to effectively implement and administer applicable security programs and/or coordinated with other specialized security. 3. Knowledge of security classification methods, concepts and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations and/or missions to assure the presence of adequate planning for information security and other controls. 4. Knowledge of required security training concepts, programs and procedures to develop security education programs, provide training and assist in operating security programs. 5. Skill in planning, developing, implementing and evaluating security program to meet mission requirements and improve the security program. 6. Ability to plan, organize work and meet deadlines. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. 5. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.. 6. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of a n emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Physical Demands The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with travel to and from meetings and conferences away from the work site. Items carried typically are light objects such as briefcases, notebooks, and data processing reports. Lifting of moderately heavy objects is not normally required. No special physical effort or ability is required to perform the work. The inspections are not conducted under arduous conditions. Work Environment The work is performed in an office setting involving everyday risks or discomforts which require normal safety precautions. Most inspections are also conducted in office settings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
