The primary purpose of this position is: To plan, develop and administer a Wing Information Protection (IP) Program and its requirements and resources.
Duties
Duty 1: As Chief, plans, organizes, and oversees the security activities of the installation.
Duty 2: As the Wing IP program administrator, is accountable for the successful accomplishment of IP mission goals, objectives and the secure accomplishment of all other Wing mission goals and objectives.
Duty 3: Serves as the risk assessment/risk management advisor to CC/CV for the converged IP disciplines exclusive only of physical security requirements.
Duty 4: Performs supervisory personnel management responsibilities.

- Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD
- This position is designated as a Key position. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
- This is an obligated position. In accordance with 5 CFR 353 or 10 U.S.C. 1586, the previous incumbent has reemployment rights to this position. Upon the employee’s return you are subject to being displaced from this obligated position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Applying knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the Information Protection (IP) program to include: Acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities. Determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise; applying an extensive knowledge of state-of-the art security equipment, devices, practices, and procedures with all IP security disciplines for planning and implementing protective methods and security procedures. Providing operational characteristics across the multiple-disciplinary construct of IP. Applying required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security. Planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program. Planning, organizing, and directing the functions and staff of a small to medium sized organization and ability communicate, orally and in writing, to successfully accomplish the mission.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: Acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities.
2. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise are required. Extensive knowledge of state-of-the art security equipment, devices, practices, and procedures with all IP security disciplines for planning and implementing protective methods and security procedures are required.
3. Knowledge of operational characteristics across the multiple-disciplinary construct of Information Protection, in order to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the Wing and serviced activities.
4. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security.
5. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to communicate effectively, both orally and in writing to successfully accomplish the mission.
