The Tibor Rubin VA Medical Center is has an immediate need for one Detail to the position of Supervisory Medical Admin not to exceed 1 year. Specialist in the Health Administration Service, Long Beach, CA. This is a management position, whose responsibility is to represent both the Medical Center Director and the Chief of HAS on all administrative matters.

Duties

Perform the following duties and responsibilities:
Assign work to staff and/or provide technical and policy direction to their efforts.
Review completed work of the staff and provide feedback to encourage top performance to enhance an atmosphere of teamwork in the office.
Plan training and/or development with subordinate employees to assure they acquire and/or maintain both technical competencies in their fields a cross training in related fields.
Resolve staff complaints concerning working conditions and/or relate matters, and provides referral services, if necessary, to employee's work develop personal problems that interfere with effective performance or undermine work group cohesiveness.
Establish guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance review/appraisal process.
Conduct analytical studies on operational processes, issue topics, or related special projects as assigned.
Review data and/or information for trends, problem areas, and make recommendations to management to resolve issues.
Apply fact finding and investigative techniques to gather clear-cut factual evidence of administrative compliance with regulations.
Coordinate the resolution of medical legal problems concerning the medical center.
Provide administrative authority, guidance, advice to Medical Officer of the Day (MOD) Nursing Officer of the Day (NOD) and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
Prepare daily Gains and/or Losses Sheet and other related statistical reports.
Respond to requests under Beneficiary Travel authorities and make appropriate arrangements.
Detail: This is a Detail Not to Exceed 120 days and may end sooner dependent upon Department needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: (In addition to meeting Time and Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: prepare reports, records systems, performance improvement, software programs, program operational decisions, VA policies, VA directives, patient records, release of information, scheduling, PI, MS software, Medical Administration Service programs and managing staff. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, (TRANSCRIPTS REQUIRED) OR,

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
