This position is located in the Department of Defense Office of Inspector General (DoD OIG), Deputy Inspector General for Administrative Investigations (DIG-AI), Whistleblower Reprisal Investigations Directorate.
Duties
As a Investigator (Whistleblower Reprisal), GS-1810-13, your typical duties may include the following:
Conducts investigations of complaints of reprisal filed by military members, appropriated- and non-appropriated-fund civilian employees within DoD, and Defense contractor employees.
Conducts investigations into improper referrals for mental health evaluations of military members.
Conducts interviews, reviews recorded testimonies, sworn statements and documentary evidence for evidence of reprisal.
Develops drafts and final written reports of investigation based on analysis of facts developed during investigation.
Conducts oversight of reprisal investigations conducted by DoD components for civilian retaliation and or reprisal investigations.
Evaluates investigative reports and records for compliance with statutory and regulatory requirements and established quality standards, timeliness and policies and make recommendations for improvements.
Requirements
- Must be a U.S. Citizen.
- This position has been designated as Non-critical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
- Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-13 grade level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.
Specialized Experience: Applicants must have 52 weeks of specialized at the GS-12 level or equivalent experience. Specialized Experience is defined as planning and executing all aspects of an investigation; experience researching Federal laws and regulations; demonstrated experience developing evidence via formal interviews and collection of pertinent documents, analyzing evidence, and writing reports; experience also includes utilizing information management programs such as Microsoft Word, PowerPoint and Excel.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
